From 10 activities to 5 programmes

• Nordic Council of Ministers, NCM, started to
  support nordic language courses in the late 70s.
  The first Nordplus programme for
  (higher)education was established in 1988.
• 2004 Reorganisation of the programmes
• - Nordplus Junior (school education)
• - Nordplus (higher education)
• - Nordplus Voksen (adult education)
• - Nordplus Sprog (language)
• - Nordplus Nabo/Neighbour (co-op. with Baltic
  countries and N-W Russia)

The first administration system

• A new administration system was established in
  2004. A Nordplus national agency in each Nordic
  country for guidance and information and
  responsibility for one programme as chief
  administrator (CA). Information Contact Points in
  the autonomous areas.
• Cooperation in guidance, information and
  processing of applications
• Steering groups responsible for each programme
  decides upon allocation of funds, priorities and
  guidelines

Aims of the reorganisation

• Enhance the profile and visibility of the
  programmes
• Create synergies between the programmes and the
  administrators
• Support dissemination of results

Nordplus Framework Programme - a Background

• External evaluation, main conclusions
• weak correlation between Nordic benefit and
  priorities
• no synergy between programmes and
  administration
• low focus on results and dissemination of results
• user friendly, low bureaucracy but from 2008 a
  new situation with 8 participating countries
