once upon a time
  • roots goes back at beginning of Middle Age,
    namely corporative groups, associations,
    confraternities,.mentions in Tuscania, Italy,
    during middle age at the time of Medici
  • after the Albertine Statute, at the beginning
    of the unification of Italy (still missing the
    Regions under Austrian Empire unified in 1866),
    the Society of Workers of Turin opened the
    first Italian cooperative The Warehouse of
    Providence (1854) to reduce the effect of a
    terrible economic depression and higher prices
  • the Federation of Italian Cooperatives, born in
    Milan at the first meeting of the Italian
    Co-operators (1886), got the final name of Lega
    delle Cooperative during the 5th meeting in
    Sanpierdarena in 1893
  • in Italy, Giuseppe Toniolo (1845-1918), founder
    of The Catholic Union of Social Studies,
    published the first Trattato di Economia
    Sociale (1908), Treaty of Social Economy, in
    Democrazia Cristiana, a catholic magazine

    Revolution, on the influence of Saint-Simon
    philosopy, the first theoretical studies appear
  • and not to forget William Blake and his milestone

    of the UKs cooperative phenomena, same as
    Toniolo in Italy.
  • The Rochedale Society of Equitable Pioneer, UK, a
    consumer cooperative, was the first one,
    established in 1844 in 1891 it reached
    gt1,000,000 members!!!
  • In 1864 in Manchester the Cooperative Wholesale
    Society was established, a consortium of 56
    consumer cooperatives and 18,337 members
  • and we are at 2008!!!

4 Countries SLEPT Analysis in short
  • The SLEPT analysis (fully versions in the
    Countrys Reports), identify two speeds group
    of Countries
  • Italy and UK, where the maturity of the Social
    Economy and Social Entrepreneurship sectors
    already reached the highest level and where both
    the public awareness and the common
    understanding of the crucial roles of those
    sectors are fully absorbed
  • Slovenia and Poland, where a confusion on the
    common understood meaning of Social Economy and
    Social Entrepreneurship still persist and keeps
    lower the level of maturity, dynamism and range
    of activities social enterprises are dealing
    with
  • Poland, despite of the highest economic
    indicators of Slovenia and the longer EU
    membership, shows a more dynamic development of
    those sectors in comparison with Slovenia, Poland
    has already an Ethic Bank system which is totally
    missing in Slovenia on the other side Slovenia
    has a more positive trend in terms of CSR
    absorption
  • Level of innovation in social enterprises UK and
    Italy, more mature and open to competition
    (mostly internal), is higher then in Slovenia and
    Poland, where space for improvements exist

Stakeholders Analysis in short
  • an high fragmentation of Stakeholders, more
    (Italy) or less (Slovenia) integrated,
    characterized the situation in Slovenia and
    Italy
  • in addition, some types of Stakeholders, such as
    Credit Cooperative Banks or Rural banks or Ethics
    banks or Popular banks, are specific categories
    of Stakeholders existing in Italy Enterprises
    which apply CSR (gt30 of SA8000 certified
    companies are Italians) play also a significant
    role it Italy and worth to be taken in
    consideration
  • in Slovenia, a significant role as Stakeholders
    has been given to Lucrative Enterprises and
    this a clear result of the past industrial
    history and value based structure of the civil
    society, where the companies where an integral
    part of the civil society and directly
    contributed to it by what nowadays could be
    defined CSR
  • in UK and Poland the number of Stakeholders is
    limited
  • in Poland because is highly concentrated and the
    sector still need to take its place
  • in UK because few large Stakeholders make the
    system a kind of oligopoly what appears in UK
    is the importance given to academics and
    researchers as Primary Key Stakeholder and Banks
    as Secondary Key on the other side no
    Stakeholders have been detected as external

    panel of opinion (table B.3.1) leaders in large
    key organizations active in the filed of social
    economy aims of the questionnare were

    entrepreneurs
  • identify areas of improvements
  • identify the characterisics a Trainer/educator
    should have
  • at the end, results are given (see next 2
    resuming tables B.5.1., B.5.2.)

  • By grouping the best 3 areas of improvements for
    each Country, we obtain a long list of areas of
    improvements (missing skills and competence a
    social entrepreneur should acquire)
