Background
  • The LAWs National Project recognised the need for
    secure e mail at project commencement two years
    ago
  • A solution based on the Criminal Justice system
    was anticipated but not forthcoming
  • Tameside MBC designed and built LGOL-Hub as a
    proof of concept
  • Time constraints prevented testing and take up by
    Local Authorities
  • Priority Outcomes emphasised the need for a
    solution.

The Need for a secure messaging sysem
  • Two key areas of are ISA and Benefits
  • ISA (Information Sharing and Assessment) builds
    on the IRT (identification, referral and
    Tracking) Trailblazers
  • DFeS is defining a response to the Children Bill
    information sharing is central to the project
  • Benefits processing involves sharing significant
    volumes of sensitive data between LAs, DWP and
    other agencies
  • Priority Outcomes also points to the planning
    process as needing secure e mail

LGOl-Hub Secure e mail
  • A centrally hosted solution (currently with rol
    for testing)
  • Users mail from their existing email server to
    the Hub
  • Very easy to implement and use.
  • Encryption is based on 4096 bit encryption
    (Amazon payment pages use 128 bit!)
  • The Hub forwards the email and attachment over a
    secure channel to the recipient
  • Currently in test phase
  • Results of testing will be fed into the
    Government Connect Project

How do you connect to the Hub?
  • Very easily.
  • Ensure your mail server redirects all emails to
    an lgolhub.net address are directed straight to
    the LGOL-Hub over a secure channel (TLS).
  • Your mail server will have to be capable of
    sending and receiving TLS emails.

Progress
  • LGOL-Hub successfully installed and setup in our
    data centre in London.
  • Customised rols exchange server to use the
    LGOL-Hub took approx 15min!
  • Installed virus checking software onto the MS
    Exchange server (integrated). All emails and
    their attachments are now checked against 4
    separate virus engines (updated hourly).
  • An external authority was successfully configured
    to use the LGOL-Hub others are in the pipeline.

Progress
  • Sent secure emails via the LGOL-Hub to both
    internal and external recipients.
  • 100 emails, each with various file types attached
    (7Mb in size) processed in under 50 seconds.
  • Considerable performance gains with revised
    architecture and software (there is currently a
    bottleneck with the address rewriter software).
  • Infrastructure would need to be redesigned as
    currently no redundancy.
