NCDMA CDM in India
  • Indian National CDM Authority was established
    with Ministry of Environment Forests (MoEF),
    Government of India in December 2003
  • NCDMA is chaired by Secretary MoEF and managed by
    Member Secretary, MoEF. It is clearing projects
    on monthly basis and is in charge of formulating
    the appropriate guidelines.
  • India signed Kyoto Protocol in December, 1997
    ratified it in August, 2002
  • India has consolidated its leadership position in
    terms of Host Country Approved CDM projects.
  • Host Country Approved projects as on 10 August
    2008 is 1,034
  • Very active participation of the private sector,
    both in terms of underlying projects and
    development of CDM documentation.
  • India has the potential to offer many projects in
    the field of Energy Efficiency, Municipal and
    Industrial Waste, Biomass cogeneration, Renewable
    such as Wind , Hydro etc.

Government Approval
  • Designated national authorities (DNA) are
    responsible for the CDM project approval.
  • Each DNA has different requirements and
    procedures for the CDM project approval.
  • The approval letter should include
  • The Government of India has ratified the Kyoto
    Protocol in August 2002
  • This is approval of voluntary participation in
    the proposed CDM project activity
  • The project contributes to Sustainable
    Development in India

Sustainable Development Criteria
  • Economic well being The CDM project activity
    should bring in additional investment consistent
    with the needs of the people.
  • Social well being The project activity should
    lead to alleviation of poverty by generating
    additional employment, removal of social
    disparities and contributing to provision of
    basic amenities to people leading to improvement
    in their quality of life.
  • Environmental well being This include a
    discussion of the impact of the project activity
    on resource sustainability and resource
    degradation, if any, due to the proposed
    activity
  • Technological well being The CDM project
    activity should lead to transfer of
    environmentally safe sound technologies with a
    priority to the renewables sector or energy
    efficiency projects.

Functions Powers of NCDMA
  • To receive projects for evaluation and approval
    as per the guidelines and general Criteria laid
    down in the relevant and modalities pertaining to
    CDM in addition to the Guidelines issued by the
    Clean Development Mechanism Executive Board and
    Conference of Parties serving as Meeting of
    Parties to the United Nations Framework
    Convention on Climate Change.
  • 2. To recommend certain additional requirements
    to ensure that the project proposals meet the
    national sustainable development priorities and
    comply with the legal framework so as to ensure
    that the projects are compatible with local
    priorities and stakeholders have been duly
    consulted.
  • Financial review of project proposals to ensure
    that the project proposals do not involve
    diversion of official development assistance
    (ODA) in accordance with modalities and
    procedures for Clean Development Mechanism.
  • To maintain a registry of CDM projects approved,
    and their Certified Emission Reduction (CERs)
    potential.

  • To collect, compile and publish technical and
    statistical data relating to CDM initiatives in
    India.
  • The Member-Secretary of the National Clean
    Development Mechanism (CDM) Authority shall be
    responsible for day-to-day activities of the
    Authority including constituting committees or
    subgroups to coordinate and examine the proposals
    or to get detailed examination of the project
    proposals conducted through experts or by
    consulting organizations for consideration by the
    Authority.
  • The National Clean Development Mechanism (CDM)
    Authority have power to Invite officials and
    experts from Government, financial institutions,
    consultancy organization, non-governmental
    organization, legal profession, industry and
    Commerce for technical and professional inputs
    and may co-opt others members depending upon
    need.
  • To interact with concerned authorities,
    institutions, individual stakeholders for
    relating to CDM.
