  • Volume 812 million in grants.
  • Furthermore
  • -EIB signed loans of approx. 2.3 bn in
    2002-06

  • The new National Indicative Programme (NIP)
    foresees EC-Egypt cooperation of 558m in
    2007-10.
  • Instruments classical projects (technical
    assistance, supply of equipment, works) and
    budget support.
  • Themes support to political governance reform,
    economic reform and social reform.
  • End-beneficiaries institutions, business
    community, civil society and population at large.

  • POLITICAL and GOVERNANCE REFORM

POLITICAL REFORM
  • Human Rights, Civil Society and Democratisation
    ( 5 m)
  • - Objectives support human rights, strengthen
    civil society, promote women's rights.
  • Activities establishment of a Complaints
    (Ombudsman) Office at the National Council for
    Human Rights, further support to the Ombudsmans
    Office at the National Council for Women, human
    rights programmes at the Ministry of Interior and
    Ministry of Justice (with UNDP), support for
    capacity upgrading to the General Federation of
    NGOs (with UNDP).
  • Also European Initiative for Democracy and Human
    Rights
  • Calls for proposals to fund actions by NGOs on
    promotion of culture of human rights and support
    of democratic process (currently 24 projects of
    total volume 4.7m).

  • Objectives focused capacity upgrading in the
    Egyptian administration.
  • Activities
  • Twinnings between European and Egyptian
    administration.

INDUSTRIAL MODERNISATION
  • Spinning and Weaving Sector Support Programme (
    80m)
  • Objectives Assist the Governments efforts in
    restructuring the public spinning and weaving
    sector.
  • Activities
  • Improve the regulatory framework to eliminate
    distortion in uses of cotton, revamp management
    of the Holding Company of Textiles and its
    affiliates, support privatisation of affiliates,
    implement labour pools to provide re training of
    redundant staff.

TRADE FACILITATION
  • Trade Enhancement Programme (TEP) -A ( 20 m)
  • Objectives Reinforce Egypts capacity in trade.
  • Activities
  • The programme concentrates on institutional
    capacity and upgrading of human resources of the
    Ministry of Foreign Trade and Industry (and
    affiliated agencies) in charge of commercial
    diplomacy (Commercial Representation Services and
    network of commercial attaches in Egypts
    Embassies), EU-Egypt Association Agreement, WTO
    Agreements, export promotion and trade
    facilitation.

CUSTOMS REFORM
  • Trade Enhancement Programme (TEP) C ( 6 m)
  • Objectives Make customs formalities more
    predictable and less costly for all operators in
    foreign trade activities.
  • Activities
  • TA for Customs website, strengthening the use of
    IT solutions and automation in the customs.
  • TA for customs valuation, risk management,
    post-clearance control. Also training to customs
    middle management.

FINANCIAL SECTOR REFORM
  • Financial and Investment Sector Cooperation
    (FISC)- Financial component ( 15 m)
  • Objectives Technical Assistance to financial
    sector reform in line with international best
    practices.
  • Activities
  • Reinforce Central Banks capacity for banking
    supervision.
  • Acquisition/installation of a Real Time Gross
    Settlement payments system at the Central Bank.
  • Support the restructuring of two public banks
    (NBE and Bank MISR).
  • Support the Egyptian Capital Market Authority
    (with a focus on corporate governance).

RESEARCH and DEVELOPMENT
  • Research, Development and Innovation ( 11m)
  • Objectives Strengthen link between RD and
    industry and facilitate Egypts participation in
    the European Research Area
  • Activities
  • Establish an EU-Egypt Innovation Fund ( 6.5m) to
    support applied research with emphasis on
    innovation (in domains like health,
    biotechnology, materials, ICT, water and energy)
  • RDI networking with European partners (to benefit
    from opportunities under the European Research
    Area)

WATER and SANITATION
  • Water Sector Reform Programme ( 80 m)
  • Objective modernisation of water and sanitation
    policies (strengthening efficiency in use,
    finance planning and monitoring).
  • Activities
  • Strengthening of transparency in budget
    preparation and execution taking into
    consideration recommendations of Public
    Expenditure Review (PER).
  • Integrated water management policy and expansion
    of Public Private Partnerships in water
    management and investment.
  • Streamlining the Water Supply Sanitation public
    services through the updating of the national
    master plan on investment and the development of
    a rural sanitation strategy.

HEALTH
  • Health Sector Policy Reform Programme ( 88m)
  • Objectives Universal coverage of the population
    through a high quality basic benefits package.
  • Activities
  • Restructuring of the financing of health
    insurance and reform of the concerned
    institutions to ensure sustainability.
  • Reform of the role of the Ministry of Health and
    Population to strengthen its supervisory
    capacity.
  • Promotion of private sector participation in the
    delivery of health services.

EDUCATION
  • Education Sector Policy Reform Programme ( 120m)
  • Objectives Strengthen access, quality and gender
    equality in the education sector.
  • Activities
  • Strengthening financial transparency
    (recommendations of PER).
  • Redefinition of role of Ministry of Education to
    assist decentralisation.
  • Roll-out of the school-based paradigm.
  • Revamping of the examination system.
  • Allow the participation of private sector in
    textbook production.
  • Establishment of a Teachers Academy and Reform
    of the Teachers Cadre.
  • Reintegration of drop-out girls, street children
    and unreached children.

VOCATIONAL TRAINING
  • Technical Vocational Education and Training
    (TVET) ( 33m)
  • Objectives Support a consolidated and
    demand-driven national TVET reform policy.
  • Activities
  • Identification and establishment of 12
    public/private partnerships in training (already
    launched in garment, engineering, building and
    construction, food, woodworking and furniture
    sectors).
  • Capacity building of private and public TVET
    providers participating in the 12 partnerships.
  • Drawing of conclusions from the partnerships and
    feeding them into national TVET policy making.
  • Strengthening of co-ordination in reform
    initiatives of the Government in TVET.

SOCIAL DEVELOPMENT
  • Financial and Investment Sector Cooperation
    (FISC)- Social component (17m)
  • Objectives Develop effective financial and
    non-financial services for SMEs.
  • Activities
  • Access of SMEs and micro entrepreneurs to
    credit-lines.
  • Grants to NGOs specialised in micro credit for
    their capacity upgrading.
  • Grants to NGOs to provide non-financial services
    to micro entrepreneurs.

  • Children at Risk (20m)
  • Objectives Improve the living conditions of
    several categories of children at risk (like
    street children, working children, handicapped
    children).
  • Activities
  • Calls for proposals to fund actions by NGOs
    specialised in the protection of children at risk
    (street, working, disabled children).
  • Provide support to UNDPs FGM (female genitals
    mutilation) Free Village Model.
  • Support the Girls Education Initiative of the
    National Council for Childhood and Motherhood
    (NCCM).

REGIONAL DEVELOPMENT
  • South Sinai Regional Development Programme (
    64m)
  • Objectives The development of local economy and
    activities and the preservation and support of
    the social, cultural and natural resources of
    South Sinai.
  • Activities
  • Major infrastructure projects strengthening
    environmental protection and sustainable
    development e.g. water, sanitation.
  • Funding of demand driven projects in social and
    local development, cultural heritage and public
    awareness, emanating from civil society and
    stakeholders in South Sinai.
