• Household refrigerators and room air conditioners
  were covered by the mandatory label system on
  March, 1st , 2005
• household refrigerators
• electric motor driven compressive type
  refrigerators with volume of 500L and below.
• Room air conditioners
• air conditioners using air cooling condenser,
  closed motor-compressor, with cooling capacity
  under 14000W, working under climate T1.
• Not applicable to speed-variable, mobile and
  multi-connected air-condition (heat-pump) unit.

Requirements of Energy efficiencys test report.

• manufactures testing their products energy
  efficiency in themselves lab is permitted
• To Use unified template of testing report.
• When dispute occurs over an energy-efficiency
  value, it shall be retested by a lawfully
  recognized or an officially accredited
  third-party testing laboratory for arbitration.

How to identify information of the
label-refrigerators

• the EE grade should accord to GB12021.2 and
  test report
• The labeled electricity consumption should be
  lower than 1/1.15 of tested consumption and
  lower than the max. value against the labeled EE
  grade.
• The each cabinets volume tested should be not
  lower than 97 of labeled volume.

How to identify information of the labelAC

• the EE grade should accord to GB12021.3 and
  test report
• The labeled EE ratio should be lower than lower
  than the max. value against the labeled EE
  grade.
• Tested Power input for cooling should be lower
  than 110 of the labeled value.
• The cooling capacity tested should be not lower
  than 95 of labeled value.

Register procedure of Energy efficiency label.

• the products shall be registered within 30 days
  after it has been labeled. The following
  documents shall be provided to CNIS, the
  authorized body
• 1. Copy of the business license or the
  testimonial of their registration for
  manufacturers copy of the relevant contract with
  the producers overseas for importers
• 2. Test report of the product energy efficiency
• 3. Sample of the label
• 4. Other relevant information, such as the
  initial date to apply the label
• 5. In the case that an agent submits, on behalf
  of the manufacturer or the importer, documents
  for the registration, a proxy document of the
  client shall be presented.
• A Chinese version shall be submitted along with
  the documents originally written in foreign
  language, and the former is given preference.

Present status of the labels implementation
Up to Nov. 2005, near 4000 models of air
conditioners covered more than 60 manufacturers,
and near 2200 models of refrigerators covered
more than 70 manufactures were registered. More
than 98 of refrigerators and air conditioners
was attached the label in Chinese markets. The
label program runs smoothly in China.

Energy saving potential from the label

• If the label covers 8 products including some key
  household appliances and lighting products in
  China
• -up to 2010, the label system will save
  about 70 billion Wh.
• -up to 2020, the label system will save about
  250 billion Wh.
