Definitions Background

• CDD is the exercise of community control over
  decisions and resources,
• Deeper form of participatory governance
• Relatively new concepts of governance with
  transparency and accountability
• Participation is common in developed world, but
  viewed suspiciously in developing countries

Position of Local Governments in Respect of CDD

• LGs occupy a central place byoperating on the
  ground within communities
• LG mandates for decision-making, control
  allocation of resources expanding due to on-going
  decentralization
• LGs are, therefore pivotal instruments of CDD

Role of Local Governments CDD

• To create awareness to mobilize citizens,
• To facilitate coordinate stakeholder activities
• To educate and inform citizens for effective
  participation
• To build, maintain sustain CDD coalitions
• In Africa, to also assist communities organize
  into effective civil units

Constraints Faced by LGs in Africa

• Diversity of communities inhibits effective
  communication with citizens
• Widespread, absolute poverty breeds frustration,
  despair and apathy
• Archaic regulations, complex bureaucracies bad
  governance creates mistrust on LGs
• Severe limitations of human financial resources
  
• Poor technology e.g in IMS low institutional
  capacity
