4IR 1.1 Improve preparedness and planning to
contain bird-to-bird and bird-to-human
transmission of H5N1
- FAO has developed Monthly ECTAD News Review.
Future issues will be expanded to Transboundary
Animal Disease news review in collaboration with
GOVS, AHRI. - GOVS has finalized draft of the veterinarian HPAI
Field manual (SOPs). Arabic translation Received
from CHL and passed for review to GOVS
authorities.

5IR1.2 Prevent future outbreaks in poultry
- The project has developed a proposal for KAP
(Knowledge, Attitude and Practice) survey, focus
will be on bird to bird transmission. - Pilot outreach program using the administration
staff for veterinary clinics as rural leaders - Start with selection of involved staff in
Dakahlia - Pilot outreach program using the Agriculture
Extension Workers for house to house
communication - Identify the pilot governorates with CHL (Menofia
and Sharkia). - Develop the detailed implementation actions for
the activity.

- Hotline Center
- Preparation of the Proposal for hotline center
and pass it for authorities in GOVS to be
reviewed - Telephone Line and site should be provided by
GOVS and project is responsible for equipments,
database and training of operators

- Implementation of Surveillance Plan
- Start up the working group for surveillance.
- Training of veterinarians from veterinary clinics
174 vets. to participate in active surveillance
of Live Bird Markets (LBM) (funded from year 1
budget (10 courses)) - Start with the trial period for LBM surveillance
in 8 governorates for testing the questionnaire
and quality of data (Oct, Nov, Dec). - All diagnostic kits and disposables required for
surveillance purchased and delivered to NLQP.

- Epidemiology - information surveillance system,
TADinfo (epidemiological database) - TADinfo customization finalized.
- Selection of trainees for expanding the
establishment of the epidemiology network up to
the district level in Behera and Sharkia
governorates. - Upgrade capacity of central epidemiology unit
- A training on Basic Epidemiology for 8 central
GOVS staff and 4 from Gharbia and Sharkia
Governorates. The training was provided by two
FAO consultants. - Geographic Information Systems (GIS) training
course for eight veterinarians from EPI-Unit in
GOVS.

- Participatory Disease Surveillance (PDS)
- An initial introductory PDS course was held
involving a total of 13 persons from Sharkia,
Behera and Gharbia Governorates. In addition to 5
vets from GOVS. - First phase PDS field mission was implemented by
the trained teams in 3 governorates, they covered
24 villages.

- Participatory Epidemiology (PE)
- Refresh training course on Participatory
Epidemiology was conducted for 12 persons from
Dakahlia Governorate. - Completing PE activities for assessment of the
national vaccination strategy against HPAI in
backyard poultry and identifying the factors
influencing the flock immunity.

populations
- Preparation for AI days in schools, selection of
target schools. - Identifying communication focal point in each

12Activity Done in January 2009
- Three successive coordination meeting conducted
by GOVS and FAO - Stakeholder meeting, involving GOVS, NLQP,
international and UN organizations, USDA/APHIS,
USAID to discuss existing gaps in preparedness
and response capacities to the new waves of HPAI
outbreaks. - Back-to-back meetings to improve coordination on
HPAI response in Egypt between General
Organization for Veterinary Services and
veterinary services in 15 governorates. - Meeting in Alexandria Governorate for all HPAI
relevant actors (MOH, MALR, Local Veterinary
services, Lab, Police, etc..) for harmonizing the
response activities.

13Activity Done in January 2009
- Start with implementation of active surveillance
in live bird markets in Egypt - Finalize Procurement specifications
- Finalize TOR of the project consultants
- Refresh training course for the Participatory
Disease Surveillance teams to evaluate the first
phase of the PDS activities and improving the PDS
methodology based on the field challenges.

undertaken FAO studies assessment findings.

- Weak coordination between and within the various
actors involved in disease detection, reporting
and response. - Governors political decision interfere with the
technical decision for control. - Lack of interest of local veterinary authority at
governorate level which challenge implementation
of activities. - Under reporting for cases due to lack of
compensation in presence of major economic losses
due to culling.

23Recommendations
- Regular meetings for decision makers at all level
should be held to improve awareness and
coordination. - Involve private sectors in control of HPAI as
main partners. - Communication activities should reach the grass
root level at village. - Maintain complementary linkages with new projects
(decontamination and Public private sector
coordination).
