Spain
- Spanish Constitution of 1978 State of the
Autonomies 17 autonomous communities (NUTS
II) and 2 autonomous cities.
- Sharing out of competences between the State and
the Regions established in the Constitution. - RDI can be transferred to regions.
- Each region has its Statute of Autonomy, that
defines the regions competences. - Castilla y León approved in 1983, modified 3

- INFRASTRUCTURES PROGRAMME Development of
technological centres, liaison units, etc. - INNOVATION PROGRAMME Promotion of technological
development and the use and adoption of
technologies. - TRAINING PROGRAMME Improvement of RD and TT
capacities of companies. - PUBLIC AWARENESS PROGRAMME Oriented to the
business sector included access to relevant
information related to innovation and RTD. - STRUCTURING OF THE BUSINESS DEMAND PROGRAMME
Support to business integration and co-operation
activities.

The exercises added value
- Consensus built among all the agents of the
innovation system. - Companies (especially SMEs), became aware of the
concept of innovation during the elaboration
(when they were reluctant to participate in the
beginning). - Implementation of flagship instruments.
- Co-ordination among the different departments of
the regional government. Commission for
Coordination on Science and Technology created in
2001. - Innovation and technology policy accepted as key
element for social and economic development in
the region.

- GERD increase from 0,8 to 1. Reality increase
from 0,52 to 0,80. - Percentage of private GERD increase from 41 to

30 to 40. Reality from 16,9 to 26,6.
