  • Rules Review Session

Team Requirements
  • Teams may have 6 players on the field, one of
    which will be goalkeeper
  • May start with a minimum of 4 players
  • Co-Rec Requirements 3m/3w, 2m/3w, 3m/2w, 2m/2w
  • If player issued a red card, he/she will not be
    allowed a replacement

Equipment
  • Pinnies will be provided
  • Teams may use own shirts only if they are all the
    same color
  • Goalkeepers must wear a different color
    shirt/pinny than either team
  • Shoes must be worn by all players
  • No open toed/heeled shoes allowed
  • Metal cleats of any kind are prohibited
  • No billed hats or hard casts
  • No jewelry!
  • A player caught wearing jewelry on the field will
    be dismissed and not allowed a replacement until
    the next opportunity for a legal substitution

Game Timing
  • Each half will be 20 minutes
  • Continuous running clock
  • 3 minute halftime
  • No time-outs
  • Clock will only stop for injuries or balls that
    go over the fence
  • No stoppage time will be added at the end of the
    game
  • Teams will switch sides at halftime
  • The team that did not kickoff in the 1st half
    will kickoff to start the second half

Game Timing
  • Mercy Rule If a team is winning by 5 goals or
    more at anytime during the final two minutes, the
    game will be over
  • In the event of a tie game at the end of
    regulation, an overtime procedure will be
    conducted
  • Weather A game called due to weather with less
    than 5 minutes in the 2nd half will be considered
    complete
  • If game is called before this, it will result in
    a tie
  • Weather hotline 924-PLAY (7529) ext. 2
  • Supervisors will make weather game decisions

Starting the Game
  • Subs from both teams must be on same side of
    field
  • Starts with kickoff defending team must be 5
    yards away until ball is touched
  • Must wait for the officials whistle, clock
    starts on whistle
  • To kickoff, ball must roll forward player who
    kicked off the ball may not touch the ball until
    another player touches it
  • Violation of these rules will result in retaking
    the kickoff

Substitutions
  • Teams must notify officials on all substitutions
  • No player may enter the field without permission
    of official
  • Play will stop until players are off the field
  • Teams may substitute under the following
    conditions
  • On either teams goal kick
  • Their own corner kick or throw-in
  • When a player has been injured that team may
    sub for injured player
  • When a player has been warned that team may sub
    for each player warned
  • After a goal both teams may sub

Rule Clarifications
  • There will be no enforcement of the offsides
    rule
  • A ball is considered out-of-bounds when it
    completely crosses the sideline or endline
  • A goal is scored when the ball completely cross
    the goal line
  • At the end of a half, the ball must have crossed
    the goal line before time expires to count
  • Any whistle on the field warrants a dead ball
    (even if inadvertent)
  • The ball is still in play if it stays in-bounds
    after rebounding off the goal, official, or
    corner flag posts
  • The official, corner flag posts and goal posts
    are part of the playing field

Goalkeepers
  • The goalkeeper may not handle the ball if it has
    been intentionally kicked or thrown to him/her by
    a teammate
  • Penalty indirect kick from the spot
  • A goalie may handle a ball played with the head
    or torso from his teammate
  • Goalkeeper may not punt or dropkick the ball at
    any time
  • Penalty indirect kick outside the box
  • Goalkeeper has 6 seconds to possess ball in hands
    once taking control
  • Penalty indirect kick
  • Teams are responsible for retrieving the ball and
    returning it to the goalie or official
  • If excessive delays occur, official may stop the
    clock and issue a yellow card

Restarts
  • Throw-in When the ball crosses the sideline
  • If a ball never enters the field of play, the
    opposing team will take the throw-in
  • A goal may not be scored on a throw-in
  • Both feet must remain on the ground during a
    throw-in
  • Ball must be thrown evenly with both hands
  • Ball must always start behind throwers head
  • Body must remain square during throw-in
  • Feet must remain behind the sideline
  • Any violation of these procedures will result in
    a throw-in for the opposing team

Restarts
  • Goal kick When the ball crosses the endline and
    the offense touched the ball last
  • The ball is placed on the endline closest to the
    side where the ball went out-of-bounds inside the
    goal box
  • The ball must be kicked beyond the penalty area
    before it is touched by another player or the
    kick will be retaken
  • Corner Kick When the ball crosses the endline
    and the defense touched the ball last
  • The ball is placed within a yard away from the
    corner marker
  • A goal may be scored directly from the kick

Restarts
  • Direct or Indirect Free Kick When a foul has
    been called
  • Drop Ball When play is stopped due to an injured
    player, inadvertent whistle, or it is not clear
    who last touched the ball before it went
    out-of-bounds
  • Two opposing players will line up facing each
    other
  • The official will drop the ball between the
    players
  • The ball cannot be kicked until it touches the
    ground

Free Kicks
  • Direct Kick a goal may be scored against the
    offending team off the kick
  • Indirect Kick a goal may not be scored unless
    the ball is played by another player from either
    team
  • Opposing players must be at least 10 yards from
    the ball until it is kicked
  • In the case that the kicking team asks the
    official to move the opposing team 10 yards back,
    the kick may not occur until the official blows
    his whistle to restart play
  • Any player of the offended team may take a free
    kick

  • Direct Kick Offenses
  • Tripping
  • Kicking an opponent
  • Intentional handling of the ball

  • Charging the goalkeeper in possession of the
    ball
  • Jumping at an opponent
  • Using foul or abusive language
  • Slide tackling with excessive or dangerous
    contact (ie. cleats up)

Free Kicks
  • Indirect Kick Offenses
  • Entering field of play without permission
  • Same player playing the ball after a free kick,
    penalty kick, goal kick, corner kick, throw-in
    before another player plays the ball
  • Kicking or attempting to kick the ball while it
    is in possession of the goalkeeper
  • Obstruction
  • Dangerous play
  • Delay of game (ie. 6 seconds by the goalkeeper)
  • Goalkeeper double possession
  • Goalkeeper handling an intentional pass back or
    throw in from teammate

Fouls
  • Kicking, Striking, Tripping a player are all
    illegal
  • Penalty direct kick
  • Slide tackling is legal as long as the contact is
    made only with the ball
  • Handling A player shall be penalized for
    intentionally handling, carrying, striking, or
    propelling the ball with a hand or arm
  • Penalty direct kick
  • Unintentional handling occurs when the ball
    strikes the hands or arms of a player who has not
    moved the hands or arms to play the ball
  • This will not be penalized
  • An intentional handball that prevents a goal from
    being scored (shot on goal or a pass to a player
    with an open shot) will result in a red card and
    ejection

Fouls
  • Charging A player shall not intentionally charge
    an opponent
  • An unfair charge is one in which a player does
    not use shoulder-to-shoulder contact with an
    opponent or does not have arms and elbows close
    to the body
  • Penalty Direct Kick
  • Any player who flagrantly charges an opponent
    shall receive a red card
  • A player may not charge into the goalkeeper in
    the penalty area

Fouls
  • Dangerous Play In the opinion of the official,
    all high kicks above the waist in a dangerous
    manner will be prohibited
  • A player on the ground may not attempt to play
    the ball

  • Obstruction A player who does not have
    possession of the ball may not intentionally run
    between an opponent and the ball and use his body
    as an obstacle if he cannot make a play on the
    ball

Misconduct
  • A player or spectator shall be given a yellow
    card for
  • Persistent infringement of the rules
  • Acting in an unsportsmanlike manner
  • Objecting by word of mouth or action to the
    decisions given by an official
  • A player or spectator shall be given a red card
    for
  • Persistent misconduct
  • Exhibiting violent conduct
  • Using violent or abusive language
  • A player may be given a red card without first
    receiving a yellow card
  • A red card or second yellow card will result in
    an automatic ejection from the game

Penalty Kicks
  • A penalty kick is awarded for any direct kick
    offense by the defending team within the penalty
    area
  • It can be awarded if the infraction occurs within
    the box while the ball is not in the box
  • Penalty kick is taken from 2 yards inside the top
    of the penalty box (10 yards out)
  • All players (except the goalie) must be outside
    the penalty area
  • The goalkeeper must stand on the goal line until
    the ball is kicked

Penalty Kicks
  • The goalkeeper may not be substituted for unless
    they were injured during the infraction
  • If there is an infraction by the defending team
    and a goal is scored, the goal will count if the
    goal is not scored, there will be a re-kick
  • If there is an infraction by the shooting and a
    goal is scored, it will not count and the kick
    will be retaken if a goal is not scored, there
    is no re-kick
  • If both teams are guilty of infractions, the kick
    shall be retaken regardless of outcome
  • If the shot misses and the ball remains in the
    field of play, the ball is live
  • The shooter may not play the ball until another
    player has touched it first (this could be the
    goalkeeper)

Overtime Procedure
  • In the case that regulation ends in a tie, an
    overtime procedure will occur
  • 4 players from each team will be selected to
    participate (goalies are not allowed but may play
    as a field player)
  • Teams receiving a red card during regulation will
    not have to start overtime shorthanded
  • Players do not have to have been on the field at
    the end of regulation
  • Coin flip will determine which team will defend
    which goal
  • Overtime will start with a drop ball at midfield
    with both teams on their own side of the field

Overtime Procedure
  • Overtime is golden goal, whoever scores first
    wins
  • Denying obvious goal scoring opportunity through
    use of hands results in red card and ejection,
    and if in the penalty box, results in penalty
    kick, otherwise results in direct kick
  • Penalty kicks can occur in overtime, defending
    team can place someone in front of the goal but
    he/she cannot use his/her hands
  • In co-rec games, teams must maintain the within 1
    player ratio throughout the overtime procedure
  • All games will have a winner
  • 6 minutes will be placed on the clock. After the
    4 minute mark, 2 minute mark, and expiration of
    time, official shall stop play at the first
    opportune stoppage (do not stop an attack)
  • Each team must drop 1 player from the field
    during this stoppage
  • At expiration of time, teams should be playing
    1v1 after dropping a player, so the game will
    continue until someone scores.
  • No substitutes during the overtime procedure
  • Teams receiving red card during overtime
    procedure must play shorthanded throughout
    overtime
