51Problem Identified
- Studies were conducted by the CAR/SAM Planning
and Implementation Group (GREPECAS) to identify
causes of ATS incidents and accidents in the
CAR/SAM Regions. - The most prominent deficiency noted was the
unsatisfactory use of approved Aeronautical
Phraseology by Air Traffic Controllers and
Pilots. - As a result, the GREPECAS concluded that
structural measures needed to be taken in order
to resolve phraseology deficiencies

- Recognizing that the absence of an adequate
Quality Assurance Organization in ATS facilities
in the CAR/SAM Regions could have significant
adverse effects on the safety of international
civil aviation - the ICAO NACC Office developed the ATS Quality
Assurance Programme - presented a Workshop Project for the
implementation of ATS Quality Assurance
Programmes to GEASA/1

Organizations with the necessary tools to verify
and control the quality of their ATS services
based on Annex 11, PANS/ATM Doc. 4444 and the
CAR/SAM Regional Guidance Material on Air Traffic

Controllers and pilots in States/Territories/Inter
national Organizations so as to improve the use
of approved Aeronautical Phraseology and the
provision of Air Traffic Services
