    disseminate the ICAO/PAAST/Flight Safety
    Foundation ALAR/CFIT Tool Kit.
  • The presentation is to be of top priority in
    order to raise safety in the CAR/SAM Regions to

Problem Identified
  • Studies were conducted by the CAR/SAM Planning
    and Implementation Group (GREPECAS) to identify
    causes of ATS incidents and accidents in the
    CAR/SAM Regions.
  • The most prominent deficiency noted was the
    unsatisfactory use of approved Aeronautical
    Phraseology by Air Traffic Controllers and
    Pilots.
  • As a result, the GREPECAS concluded that
    structural measures needed to be taken in order
    to resolve phraseology deficiencies

  • Recognizing that the absence of an adequate
    Quality Assurance Organization in ATS facilities
    in the CAR/SAM Regions could have significant
    adverse effects on the safety of international
    civil aviation
  • the ICAO NACC Office developed the ATS Quality

    implementation of ATS Quality Assurance
