2Outline of Briefing
- Background-why is this important
- What DOD is doing
- What we are asking Services to do
- How we are trying to work with Allies
- What we are asking Industry to do
- Concept of the Operation
3Why Manage DMSMS At All?
- Current Status of a Sample of Components in our
inventory from a Legacy Avionics Program (27) - Observation 1996 Obsolescence ranged from 10 to
20, today 20 to 30 - Component commonality studies indicate that 86
of the components used are common to multiple
systems.
Peak of Availability
Unit Cost
Industry wide DMSMS Interoperability thru
collaborative and solution sharing could reduce
the cost impact of sustainment by 35 at the
component level.
Current Status Source (TACTech/QTEC Oct 2006)
Observation Source ARINC (June 28, 2006)
4Cumulative Spending
Source ARINC review of posted DOD Contracts gt5M
from 1995 - 2005
5Aging System Trends
BIG NOTE This data does not include those
contracts where obsolescence management, obsolete
parts, and service life were a subset of larger
contracts that included other activities. We
could not itemize those costs from those
contracts.
6Why it is important
- Benefit to US government is an average annual
savings of 1-10 BILLION spent on NRE to resolve
micro-electronic problem parts via one of the
Engineering Solutions. - Benefit to Primes is improved profitability
through cost reduction. A dollar of cost
reduction is like 20 in sales revenue.
We can only spend a dollar once. Every extra
dollar on Sustainment robs a dollar from
Acquisition and/or Transformation.
7What Is DOD Doing To Facilitate Doing DMSMS
Faster, Better, Cheaper?
- DLA DMSMS Integrated Support Team (IST)
- DOD / DLA Cost avoidance FY 05 (96M)

requirements are being flowed down
9What We Want The Services To Do
- Be Proactive In The Management Of Their Parts
- Share Case Resolution Data By Supporting The SDW
Enterprise - Obsolescence Data Repository (ODR)
- Case Management Module
- Metrics Tool
- Identifying And Recommending Changes To Common
Policies - Share Contract Language That Is Effective In
Achieving Our Objectives - Establish Respective Performance Based Logistics
(PBL) Language To Mitigate DMSMS Risk
10How it applies to allies
- Common platforms or systems
- Program management (champion) on both sides of
the pond - Willingness to work with information assurance on
both sides - Looking for pilot projects
- Data exchange
- Line up IT infrastructure
- Share fiscal responsibility
- Bottom line Goal Solve problems once
11What We Want Industry To Do SHARE
- Bills Of Material (link to DKSP)
- Case Resolution Data (with GIDEP and ODR)

qualified to AQEC
12Concept of Operation
SDW- Industry
13Summary
- There are identifiable and common causes of DMSMS
- There are significant monetary units attached to
the problem - Partnering with the Military, Allies and
Industry, is the key to success mitigation - We have tools in place to foster interoperability
and sharing

What is Microcircuit Emulation?
- Emulation programs (GEM/AME) are an important
part of DMSMS - The emulation program mission is to provide
devices in a timely - manor to eliminate the time and costs
associated with CCA - redesign to maintain mission readiness levels
- The GEM/AME programs sells to DSCC, the
military, OEMs and - international customers
- The emulation program provides access to an
on-demand - manufacturing capability
- GEM/AME are proven mature programs
-
24Defense Supply Center Columbus Taking the Lead

What is Microcircuit Emulation?
- Reverse Engineering, Design Manufacturing of
Military Quality Microcircuits which are ... - Form
- Same Package, pin-out and marking
- Fit
- Same physical interface (footprint)
- Function
- Performs the same function and meets the
electrical performance requirements of the
original part specification - replacements for non-procurable items
Emulation technology can be used to replace a
single device or multiple devices on a board

The Shared Data Warehouse (SDW)
- DKSP is the one of the entrances to the
Diminishing Manufacturing Sources and Material
Shortages Shared Data Warehouse (DMSMS SDW) - - A cluster of integrated Web-based applications
that accommodate the business process and
workflow of an obsolescence managing activity or
- military service
- The DMS SDW provides a single point-of-entry and
seamless connectivity - to multiple databases
- The core case management modules within the DMS
SDW, the DLA - module and the Air Force module, have become
essential tools for the - exchange of data, identification and
processing of parts and NSNs - potentially affected by obsolescence issues,
and associated inventory - requirements
- The DMS SDW systematically disseminates
associated data and facilitates - the growth of a central data repository for
DMSMS information

The DOD DKSP
- Develop DMSMS into a focused and pro-active
centralized program to globally support the
Warfighter - Provide a centralized capability to Program
Offices large or small sharing DMSMS solution
visibility - Capture metrics

Defense Supply Center Columbus Taking the Lead
in DMSMS Support
- DODD 2010.9 is an important, re-issued directive
updating policy for the acquisition of and
transfer to authorized foreign governments, of
logistics support, supplies, and services2. - This directive establishes the criteria for and
authorizes this exchange of information with NATO
Nations and Non-NATO Members. - NATO - AAP-31

36Interoperability
Defense Supply Center Columbus Taking the Lead
in DMSMS Support
- Delegates the ability to establish working
relationships and agreements - Establishes base procedures for implementing a
program of sharing - DODD 2010.9 helps knock down barriers impeding
knowledge and solution sharing (International
traffic in Arms ITAR and Disclosure) - Combined Joint Multilateral Master Military
Information Exchange Memorandum of Understanding
(CJM3IEM Australia, Canada, UK, New Zealand and
DOD)

Interoperability
- Other barrier busting changes and partnerships
are needed. - Coalition Warfare Sponsor in Europe (UK
Sentry/AWACS is a possible study candidate) - Once the impediments are removed, the goal is to
- Identify Common solutions to Common parts
- Reduce Total Ownership Cost
- Share solutions for known problems
- Collaborate on resolving common problems
- Proactively monitor common parts for DMSMS issues

42Summary
Defense Supply Center Columbus Taking the Lead
in DMSMS Support
- DMSMS is an issue that doesnt distinguish
between countries - We have tools, processes and organizations to
help mitigate the DMSMS problem - We do not have all of the answers or all of the
solutions - Interoperability opens the door for partnering
and solution sharing - We have some partnering opportunities available
