Nordic Research Collaboration up to now
  • Until recently, Nordic RD collaboration included
  • Nordic Research Policy Council
  • NorFA (researcher education)
  • The NOS committees, collaboration organs between
    the Nordic national research councils, in -
    medicine (NOS-M)- the sciences (NOS-N)-
    humanities/social sciences (NOS-HS)
  • Nordic sectorial RD programmes (fish,
    agriculture, forest, energy, environment)
  • Joint RD infrastructure initiatives (largely
    under NOS-N)
  • In addition direct initiatives under the Nordic
    Council of
  • Ministers (NMR)
  • The RD initiatives have typically been
    top-funded from the
  • NMR with substantial contributions the
    Nordic National Research Councils

Two new Nordic RD institutions have been created
in 2004/2005
  • NordForsk
  • to fulfil the vision of NORIA- a Nordic Research
    and Innovation Area
  • NICe (Nordic Innovation Centre)
  • to fulfil the vision of Nordic collaboration in
    innovation

NORIA is the Nordic way to the European Research
Area (ERA) - 1
  • As part of the EU Lisbon agenda, the ERA aims
  • to make Europe a common and attractive labour
    market for excellent researchers from all over
    the world,
  • The ultimate aim is
  • to develop the basis for a globally competitive
    and sustainable industry in high-cost Europe

NORIA is the Nordic way to the European Research
Area (ERA) -2
  • The Nordic Council of Ministers (NMR) have
    launched a corresponding vision for the Nordic
    countries - NORIA - a Nordic Research and
    Innovation Area
  • As for EUs ERA, NORIA
  • aims to improve scientific quality by
  • obtaining critical mass by e.g. optimal
    (network-) collaboration
  • task distribution/sharing of labour
  • joint investment and utilisation of high-cost
    infrastructure
  • in RD areas where such Nordic collaboration is
    expected to give added value.
  • The ultimate aim is
  • to qualify Nordic researchers for successful
    international competition,
  • and thereby
  • provide the basis for knowledge-based industry in
    high-cost Norden

  • As basis for addressing future Nordic RD
    collaboration and preferred/new financial
    instruments
  • outstanding examples of current RD instruments
    will be presented
  • For our later discussion
  • Different fields may require
  • different instruments
  • different coordination scheems

  • Nordic Centres of Excellence (NCoE)
  • Joint Nordic RD infrastructure initiatives
  • Joint Nordic Research Education initiatives
  • Of these the NCoE scheme might need some further
    explanation

The Nordic Centres of Excellence (NCoE) - 1
  • The Nordic Centres of Excellence (NCoE) are
  • virtual network centres consisting of
    well-established excellent and up-front groups of
    researchers from at least 3 Nordic countries
  • established in areas of high national priority
    in the participating Nordic countries
  • given Nordic top-funding for networking,
    collaboration and researcher exchange and
    education
  • Up to now, the NCoEs have typically been
  • proposed and administered by the NOS committees,
  • top-funded by the NMR (1/3) and the participating
    research councils (2/3) - in addition to
    existing basic funding
  • the program secretariate is located in one of the
    Nordic research councils.

  • At present, there are
  • 4 NCoEs in Global Changes Research 2003-2007
    (NOS-N)
  • 3 NCoEs in Molecular Medicine 2004-2009 (NOS-M)
  • 4 NCoEs in Humanities Social Sciences
    2005-2010 (NOS-HS)
  • New NCoE under way
  • 2-3 centres in Welfare 2007-20011
  • 3 centres in Food, nutrition and health
    2007-2011 (NordForsk)
