The purpose of this presentation is
  • to provide a brief overview of the
    Inter-governmental Action Plan (IGAP)

The Province has committed to defining an urban
structure for Central Ontario

The Province and all 19 municipalities in Simcoe,
Barrie and Orillia are working in partnership
  • 4 Provincial Ministries Ministries of Municipal
    Affairs and Housing, Environment, Natural
    Resources and Ministry of Public Infrastructure
    Renewal
  • County of Simcoe
  • 2 Separated Cities Barrie and Orillia
  • 7 Towns Bradford West Gwillimbury, Collingwood,
    Innisfil, Midland, New Tecumseth,
    Penetanguishene, and Wasaga Beach, and
  • 9 TownshipsAdjala-Tosorontio, Clearview, Essa,
    Oro-Medonte, Ramara, Severn, Springwater, Tay,
    and Tiny.

The partnership is concerned about
  • Assimilative capacity of the Nottawasaga River
    and Lake Simcoe watersheds.
  • The gap between decisions on land use planning
    and the approval of needed infrastructure.
  • Long-term administrative and financial capacity
    of municipalities.
  • Additional urban expansions being approved.

The partners want to further their common
interests in
  • Protecting the environment, including the water
    quality and quantity of the Nottawasaga River and
    Lake Simcoe watersheds.
  • Fiscally sustainable growth, through efficient,
    cost-effective development and land use patterns.
  • Effective municipal governance and service
    delivery, through inter-municipal cooperation and
    coordination.

Desired outcomes of the IGAP
  • Define the growth (assimilative) capacity of the
    Lake Simcoe and Nottawasaga River watersheds.
  • Provide development (servicing) certainty for
    intensification and approved growth.
  • Define Barrie and areas capacity for additional
    growth.
  • Ensure effective and sustainable municipal
    governance.

Work Program Base Requirements
  • Scoped to identify means to achieve a coordinated
    approach on issues that cross municipal
    boundaries.
  • Existing information, resources and processes
    will be used, wherever appropriate.
  • All technical analysis (phases) will be completed
    in parallel, whenever possible.
  • All deliverables should be completed no later
    than July, 2006.
  • Oversight committee and inter-governmental review
    team updates and/or direction is to be provided
    prior to the conclusion of each phase and
    deliverable.
  • Opportunities for public involvement will be
    provided for each deliverable.

Commenced - December 2004
NOTE IGAP is being fast tracked. As such,
timelines may be reduced to meet June 2006 target
completion date.
