Ensure that your request specifies access to the
Entitled Process portion of NDE and that you
specify a Sponsor default Sponsor for ships and
ISICs is the appropriate TYCOM
9What is an SCD?
- The SCD replaces or absorbs the following forms
- Justification Cost Form (JCF)
- Ship Alteration Record (SAR)
- Engineering Change Proposal (ECP)
- It is the single authorized document for all
ship changes in the single authoritative database
known as the Navy Data Environment - 40 different types of changes and alterations
down to two - Fleet or Program Alteration
- An SCD becomes a Ship Change after the first
decision point in the Entitled Process - Installation is authorized after Phase II
approval for Non-permanent Changes or Phase IIa
/III for Permanent Changes - Requires ILS, Software and other Formal
Certifications as required by Milestone
Compliance Chart (see One Book Appendix G) - No other databases are authorized for use to
enter ship change information. Ship changes
entered in any database other than NDE will NOT
be considered and will NOT be funded

Select New SCD to create a SCD.
Always opens to My Action List (if actions are
pending) or View/Print SCD
18Key Rules for Successful SCD Initiation
- Header Tab
- Ensure all information to complete Header page
data is available before entering EP - Complete all required fields and save SCD Header
Tab - If not able to identify a submitter initially,
pick one as a notional submitter until the
actual one can be identified - Correct submitter must be identified when SCD is
submitted - SCD will not be visible and accessible if
- System times out (15 minutes)
- Exit prior to saving the Header page
- When completing the other tabs, Save frequently
- Initiator must only complete the following prior
to submission - Header Tab
- TAT Tab Description, Executive Summary, Impact,
and select one of the Distributed Systems/Other
Impacts fields - More complete the data is in the TAT, AFOM and
CBA tabs the less likely the SCD will be returned
or rejected

this function is disabled
Expedite is a request to allow the SCD to be
placed at the front of the queue during the
review process instead of being reviewed in the
order it was received. It does not shortcut the
review cycle requirements.

parent SCD that has a common program element like
CG MOD. This capability in the application is not
fully functional.
