  • CSUs originally fell into the Phase II group as
    Non-Traditional MS4s.
  • Based on the 1990 census.
  • Campus population gt 10,000.
  • and/or
  • Area population density gt 1000 people per
    square mile.

Phase II Permits
  • The 9th Circuit Court of Appeals Decision
  • The Regional Water Boards will place the CSUs
    under the General Permit.
  • They havent decided where to put us yet!
  • Under your local municipality?
  • Under the County permit?
  • As a separate Industrial Permit?
  • The original March 10, 2003 submission date for
    the NOI and campus Plans postponed.

Submittals
  • Notice of Intent (NOI) Campus Plans.
  • Application deadline will be at least 365 days
    after the MS4 General Permit adoption date
    (scheduled for April 30, 2003 SWRB meeting).

  • Reduce the discharge of pollutants to the
    maximum extent practicable (MEP).
  • Protect water quality.
  • Compliance with the Clean Water Act.
