APT PREPARATORY MEETING

BACKGROUND ITU PLENIPOTENTIARY CONFERENCE
  • The Plenipotentiary Conference (PP) is the
    highest policy making body of the ITU.
  • Held every 4 years, the Conference sets the
    Unions general policies, adopts 5-year strategic
    financial plans elects the senior management
    team, the Council the Radio Regulations Board.
  • Members (Govt) meeting, but Sector members can
    also attend the Conference as Observers.

BACKGROUND ITU PLENIPOTENTIARY CONFERENCE
  • Structure of PP-06
  • PP-06 arrangements will be similar to those for
    PP-02, in terms of its structure.
  • PP-06 Plenary can be expected to set up
    Committees and working groups elect Chairman
    and Vice-Chairmen.
  • Draft General Timetable for PP-06 available
    now.

BACKGROUND ITU PLENIPOTENTIARY CONFERENCE
  • Structure of PP-06
  • The statutory Committees for Plenipotentiary
    Conferences are Committee1 Steering Committee
    Committee 2 Credentials Committee Committee 3
    Budget Control Committee Committee 4
    Editorial Committee.
  • Other Committees are Committee 5 Policy,
    Reform Other Matters Committee 6
    Administration Management.
  • PP-06 Plenary expected to create a Working Group
    of the Plenary (WG-PL) on the Strategic Plan.

APT PP-06 ACTIVITY
  • 1st Prep meeting was held 18 June 2005 in
    Singapore. 5 Correspondence Groups (CGs) were
    established
  • CG 1 Finance, Budget, Organizational,
    Coordination Issues.
  • CG 2 Strategic Issues.
  • CG 3 Telecommunication Standardization Sector
    Issues.
  • CG 4 Radiocommunication Sector Issues .
  • CG 5 Telecommunication Development Sector and
    Other Issues.

APT PP-06 ACTIVITY
  • 2nd Prep meeting was held 4 5 April 2006 in
    Thailand
  • Agreed no additional Committees or Groups should
    be established for PP-06. (Burden already on
    small delegations being able to attend
    meetings).
  • Support for advancement of the timing of the
    contributory amount announcement. (3rd Prep
    meeting will consider matters relating to change
    of the timing of announcement of definitive class
    of contribution).
  • Agreed that PP-06, through Council 2006, should
    adopt the corrective measures for the 2002-03
    accounts as agreed at Council 2005.

APT PP-06 ACTIVITY
  • 2nd Prep meeting was held 4 5 April 2006 in
    Thailand
  • Amendment of Article 11 of the Financial
    Regulations and the level of the Contributory
    Unit needs further consideration at this
    meeting.
  • Res 109 Observers - Participation of other
    stakeholders, including civil society needs
    further consideration at this meeting.
  • ITU Structural reform support for reform
    through implementation of Res 107 (Improvements
    to the management functioning of ITU) but too
    premature to from a view. Consider again at this
    meeting.

APT PP-06 ACTIVITY
  • 2nd Prep meeting was held 4 5 April 2006 in
    Thailand
  • Role of ITU post WSIS ITU needs to keep a
    close watching brief on developments, but should
    focus its WSIS efforts on ITU core competencies
    of the Constitution, consistent with ITUs role
    in implementing WSIS outcomes needs further
    consideration at this meeting.
  • Internet Governance wait see what happens at
    IGF other relevant fora. (At ASTAP 11, TSB
    Director urged APT Members to express their
    views.)
  • Elections role of elected officials needs
    further consideration at this meeting.

APT PP-06 ACTIVITY
  • 2nd Prep meeting was held 4 5 April 2006 in
    Thailand
  • Proposed name change of ITU (Arab Group)
    International Telecommunications and Information
    Technology Union (ITITU) Draft PACP recommends
    no name change. Will be considered at this
    meeting as to its suitability to become a draft
    ACP.
  • A.8 MS power of veto issue has now been
    resolved at TSAG. Should not be an issue at
    PP-06. ASTAP ITU-T Issues Group comfortable but
    needs to be monitored. Will be reviewed again at
    the 3rd Prep meeting following Council 2006 where
    issue was reported.

APT PP-06 ACTIVITY
  • 2nd Prep meeting was held 4 5 April 2006 in
    Thailand
  • Draft PACP on Res 122 Role of WTSA TSAG
    will be considered at this meeting as to its
    suitability to become a draft ACP.
  • There did not seem to be a need to revise Res
    123 Bridging the Standardization Gap (other
    than in light of WTDC-2006 outcomes). Now a
    proposal from Vietnam will be considered at this
    meeting as to its suitability to become a draft
    ACP.

APT PP-06 ACTIVITY
  • 2nd Prep meeting was held 4 5 April 2006 in
    Thailand
  • ITRs no resolution of this difficult issue at
    this stage no consensus possible. Needs further
    consideration at this meeting Proposal from
    Korea Member comments.
  • Free on-line access to ITU Recommendations (not
    just ITU-T Recs).
  • Draft PACP will be considered further at this
    meeting as to its suitability to become a draft
    ACP.

  • 2nd Prep meeting was held 4 5 April 2006 in

  • Agreed to support suppression of Res 85
    Evaluation of administrative due diligence
    procedure for satellite networks draft PACP
    will be considered at this meeting as to its
    suitability to become a draft ACP.
  • Agreed to support suppression of Res 87 - Role
    of notifying administration in case of an
    administration notifying on behalf of a named
    group of administration - draft PACP will be
    considered at this meeting as to its suitability
    to become a draft ACP.

  • 2nd Prep meeting was held 4 5 April 2006 in
    Thailand
  • Agreed that Res 86 Advance publication,
    coordination, notification recording procedures
    for frequency assignments pertaining to satellite
    networks requires modification - draft PACP
    will be considered at this meeting as to its
    suitability to become a draft ACP.
  • Number of RRB meetings held per year agreed
    with a proposal that 3 RRB meetings (in lieu of
    4) be held - draft PACP will be considered at
    this meeting as to its suitability to become a
    draft ACP.

  • A draft new Resolution on Review of the
    efficiency, effectiveness function of the RRB
    needs further consideration at this meeting.
  • Review of the implementation of processing
    charges for satellite network filings needs
    further consideration at this meeting.
  • Draft PACP on Promoting E-Health solutions in
    rural areas being discussed - will be considered
    further at this meeting.

  • 2nd Prep meeting was held 4 5 April 2006 in
    Thailand
  • Draft PACP on Promoting NGN for rural areas
    being discussed - will be considered further at
    this meeting.
  • Updating of PP-02 Resolutions 25 (Strengthening
    regional presence), 36 (Telecomms in the service
    of humanitarian assistance) 123 (Bridging the
    standardization gap) in light of WTDC-2006
    outcomes - will be considered further at this
    meeting.

  • Provisions for amending the CS or CV
  • No APT Common Proposals proposed for changes to
    the CS/CV
  • All submissions had to be received by the ITU 8
    months prior to opening date of PP-06 ie, 6th
    March, 2006
  • Times frames and conditions for Submission of
    Proposals and Reports to Conferences
  • ACPs AJPs desirably should be received by ITU
    at least 4 months before the start of the
    conference ie, 6th July, 2006.
  • Our ACPs or AJPs will now be posted later because
    of our meeting being on 4 6 July 2006. Our aim
    is to have delegates approve the ACPs at this
    meeting otherwise we need an additional month
    for approval.

Considerations for this meeting
  • We need to
  • Consider views of CITEL, CEPT, ARAB States,
    African Group Commonwealth Group individual
    country views - regarding their progress
    approach to PP-06 to ascertain if we can offer
    support or need to offer a view.
  • Consider ITU Council April 2006 decisions.
  • Review (the many) APT Member contributions
    draft PACPs submitted so far.
  • All relevant information for APT Members on APT
    PP-06 ( PP-02) activity is available at

Considerations for this meeting
  • We need to develop draft ACPs in the CG
    breakout meetings, for member review final
    plenary approval if possible - then submission to
    ITU by 6 May if possible, or on 7 May.
  • Members that give approval in the final plenary
    will have their Country names on the ACP
    submitted to ITU on 6 or 7 May.
  • Members that can not give approval in the final
    plenary will be able to sign up later through
    approval by correspondence (a 1 month process).
  • We need ACPs to be submitted on 6 or 7 May for
    translation in to all languages, for transparency
    with other regions to maximize our
    opportunities for success.

Considerations after this meeting
  • APT Secretariat will consult with Members in
    gathering further Member support for PACPs
    submitted to the ITU as a result of this meeting.
  • APT Secretariat will consult with Members in
    gathering support for PACPs which need further
    consideration as a result of this meeting.
  • We need to continue working electronically in
    the lead up to PP-06.
  • We need to continue to monitor developments
    from other regions individual countries.
    (Following the ITU Road map - PP-06/03/ID/15
    will greatly assist Members.)

Considerations in Antalya during PP-06
  • We will hold regular APT coordination meetings.
  • There will be Inter-Regional meetings during
    PP-06 these will be reported on at APT
    coordination meetings.
  • The APT Secretariat will need contact details
    of all APT Members attending PP-06 to assist
    this process. Please provide ASAP.
  • It appears unlikely there will be an
    Inter-Regional meeting before PP-06.

APT Secretariat
  • Welcomes the efforts of Members the CG
    Rapporteurs in making significant contributions
    to this meeting.
  • Is delighted with the number of PACPs
    individual Member Proposals that have been
    developed for consideration at this meeting.
  • Believes we are now well placed to enable our
    views needs to be considered both before at
    PP-06.
  • Observes that we need to work hard for the 3
    days of this meeting to finalize our ACPs to
    maximize our opportunities for success.
  • We will assist you in any way possible.
