Purpose of the Project

Piecemeal Approach
  • Advantages
  • Keeps CIP costs to a minimum from year to year.
  • Disadvantages
  • Will not provide necessary redundancy.
  • Aforementioned problems still plague the plant.
  • Some equipment / structures will still be
    vulnerable to imminent failure.
  • No long-term cost savings facilities will be
    renovated or constructed every few years until
    plant is eventually replaced.

Comprehensive Upgrade
  • Advantages
  • Modernizes many plant processes, improves
    efficiency.
  • Rehabilitates existing structures.
  • Better prepares plant for medium term challenges
    of the 21st century.
  • No more expensive than piecemeal approach in the
    long run.
  • Disadvantages
  • Still provides only partial redundancy.
  • More expensive upfront.
  • Many facilities, piping and equipment will need
    replacement
  • within 20 years.
  • Operator friendliness (e.g. filter gallery) and
    functionality disadvantages since some current
    facilities remain.

  • Advantages
  • Long-term solution that meets Citys needs for
    next 50-80 years.
  • Provides 100 redundancy (meets design capacity
    of 10 mgd, even during repairs)
  • Improved energy efficiency.
  • Ideal operator work environment.
  • Best positions City to satisfy future demand and
    regulations.
  • Long term capital costs are no more expensive
    than other two options.
  • Current market conditions very favorable to a
    project this size.
  • Improved public perception.
  • Disadvantages
  • Most expensive upfront costs.

Recommendation
  • Construct New 10 mgd WTP
  • Continue to Use Existing Finished Water Pump
    Station But Ultimately Replace It in 2024
