Title: Eurofuels Activities: Brussels
1 Eurofuels Activities Brussels
Beyond, 2006-8Michael Bennett, Executive
Director, Eurofuel
- IWO-Austria Board Meeting, Vienna, 22nd November
2007
2Introduction to Eurofuel
- Eurofuel Associations from 10 European countries
(AT, BE, DE, FI, FR, LU, NOR, CH, UK IRL),
representing gt10,000 companies (many SMEs) - Heating oil provides approx. 20 of total energy
used by households for heating purposes in EU25
EEA countries - Eurofuels members covers complete supply chain
from well to warmth oil companies, heating
equipment manufacturers, oil distributors
installers

12EU Energy Policy in Brief 2007
- Story of 20/ 20/ 20 by 2020
- 20 Greenhouse Gas reductions
- 20 Energy use reductions (Energy Efficiency)
- 20 Renewables
134. Messages e.g., RES - Five Main Points
- Heating sector energy efficiency Greenhouse
Gases (GHGs) reduction -gt most important aims - But, life cycle view -gt consider ALL emissions
- Optimal Public Policy -gt economically advantages
to use existing infrastructure - fast
introduction of RES with low investment - Liquid biofuels -gt advantages over some other
renewable energies in heating sector. NOT just
for transport! - Multi-criteria decision-making. Level playing
field needed. Energy climate change too
important for posturing.
144. Energy End Demand Heating Systems Design
Importance of Training Information
153. Energy Efficiency v. Other Measures - IEA
Most important measure End-use efficiency
Source IEA World Energy Outlook (2007)
164. EXTERNAL European Parliament
- AIMS identify influential MEPs
- Chairs of Committees, Rapporteurs, Shadow
Rapporteurs - MEP Thomsen Report on Renewable Energy Roadmap
- Successful amendment via Shadow Rapporteur MEP
- MEP Reul (SET-Plan) host - Eurofuel June Lunch
Heating Debate - MEP Hall Energy Efficency Action Plan EP Report
- ONGOING
that "existing boilers offer great scope for the
gradual introduction of renewable energy
sources." The amendment says that "the
Commission should assess the various options,
such as a biofuel mix or thermal solar energy
before submitting its proposals"
175. Summary MAJOR ACHIEVEMENTS 2006-7
- Membership of Ecodesign EuP Consultation Forum
- Ability to correct incorrect oil heating data,
influence future EuP - Green Week participation
- Acceptance into Green Club
- Many contacts made
- June 07 Lunch Debate
- Very well attended (gt 20 Commission, 10 MEPs
Assistants) - Permanent Representations Member States
- Thomsen Report Amendment lifeline
- Invitations now to get involved in Conferences
(e.g. RES-HC this week) - EU Sustainable Energy Week, January 2008!!
(eusew.eu) - Date for your diaries Monday 28th January

195. Summary MAJOR MESSAGES (RES)
- Level playing field needed for all technologies
in RES-HC - Governments consumers should not be forced to
invest in RES only, while cheaper solutions
exist, saving same energy GHGs - Air pollution, NOx emissions, RES availability,
prices mean that Multi-Criteria Decision-Making
is necessary - Hybrid RES-fossil heating systems with
conventional very high efficency heating systems
Optimal solution - Sustainably-produced biofuel blends for heating
good B5-B20 experience in USA, B5 now available
in Europe since August 2007
205. Eurofuels Policy Aims - Energy Efficiency and
Hybrid Renewables Solutions
