RSM Objective
  • Retirement Systems Modernization (RSM) is OPMs
    strategic initiative to improve the quality and
    timeliness of services received by members of the
    Civil Service and Federal Employees Retirement
    Systems. Transforming business processes and the
    technology that supports them will lead to
    success.

We Go Live February 2008

RSM Update
  • Tested the Annuity role in the Defined Benefits
    Technology Solution
  • Defined go-live structure to work all Agencies
    into implementation waves
  • Completed User Acceptance Tests 1 and 2
  • Held first round of Agency User Group meetings
    for further communication and training to
    agencies under the GSA wave
  • Currently working through GSA data to prepare for
    first wave of implementation to the RSM program

Data Cleansing and Reconciliation
  • Clean and complete data is crucial for a smooth
    transition to RSM
  • Approximately 50 of actives data will need to
    be cleansed
  • RSM requires a complete employee profile
  • Complete service history
  • Retirement, health benefits, and life insurance
    coverage data
  • Military service history

Data Cleansing Preparation
  • Review active employees records
  • Service history includes start and end dates for
    all Federal service, Agency, and retirement
    coverage
  • The Service Computation Date is accurate
  • Deposit information for military service is
    complete
  • Employees eligible for special populations
    calculations are easily identified
  • Work to improve on-going data practices in
    preparation for recurring data feeds
  • Identify difficult or special populations and
    other data issues particular to your agency or
    Shared Service Center

Data Cleansing Cycles
  • Data Cleansing Process begins with the Agency or
    Shared Service Center. The cleansing process will
    be repeated twice in preparation for each wave
    go-live beginning with Wave 1.

Pre-Conversion Activities
  • Send all historical electronic data to OPM
  • Work with OPM for review of data to identify data
    gaps
  • Review identified issues to improve data
    processes for future data
  • Work with OPM to develop data edits to automate
    future data cleansing
  • Communicate RSM data needs and information to
    your agency

RSM Communication Flow
  • Share RSM information you receive from OPM with
    other Agency Benefits Officers and active Federal
    employees in your Agency.

Agency User Groups
  • An Agency User Group consists of individuals who
    will work with RSM and OPM to communicate and
    educate Agencies about the RSM program
  • Representatives from each Agency under a data
    migration wave will be invited to participate in
    an Agency User Group
  • An Agency User Group is a channel of
    communication for Agency Benefits Officers and
    active Federal Employees

Agency User Group Program Timeline
  • Each Agency User Group will meet five times to
    gain knowledge of the RSM Program and learn how
    to communicate with Benefits Officers and active
    Federal employees.
