Project Title
  • STRENGTHENING INSTITUTIONS AND HUMAN RESOURCES
    FOR EFFECTIVE DISASTER MANAGEMENT IN ORISSA

Project Objectives
  • Build human resource capacities among civil
    society organizations and Government officials in
    Orissa for disaster management through
    appropriate trainings.
  • Strengthen volunteer participation in disaster
    management and enable the government and CSOs
    develop effective strategies for volunteer
    mobilization, capacity building and organization.
  • Develop a skill register of professionals for
    disaster management in the state of Orissa.

Expected Outcomes of the Project
  • Availability of efficient disaster managers,
    including women, in ten worst cyclone/flood prone
    districts of Orissa and are applying the learning
    from various trainings.
  • Volunteers participation in disaster management
    receives the necessary priority attention by
    government resulting in capacity building
    initiatives for them.
  • The state level skill register of disaster
    management professionals is being accessed by
    various stake-holders.

Strategies for Implementation
  • Coordinating and networking with senior state and
    district level officials for successful
    implementation of the project
  • Project development through the initial 8 months
    to understand the issues and incorporate
    feedbacks with the second year project
  • Identifying suitably experienced resource
    persons. Not limiting to the state only but if
    needed from outside the state
  • Developing training modules for effective
    training

Outputs
  • 1. Need Assessment
  • The need assessment process carried out in 3
    phases through field visits, discussion with
    district level disaster volunteers/ managers and
    conducting research study. It is a continuous
    process and will continue periodically along with
    the project.

Gaps Found during need assessment
  • No follow up of disaster management trainings.
  • Women participation till now is negligible.
  • The PRI members are not much clear about the
    concept of Disaster Management.
  • It has been observed by the participants of
    different training programs that the Resource
    Persons are not well informed and convincing.
  • In different training programs the
    trainer-trainee ratio is not ideal. So the
    training does not have more effect on the huge
    no. of participants.
  • There is no provision for Volunteers restoration
    and remuneration.

  • Migration of the trained persons, as well as no
    follow up program to keep in touch with them.
  • Lack of proper monitoring of the ongoing
    activities.
  • Lack of skilled resource persons and resource
    materials
  • Lack of coordination among different
    stakeholders
  • Non availability of skilled disaster
    volunteers/managers
  • Government officials are not pro active to the
    expected level.
  • No concrete disaster management plan prepared.

SUGGESTIONS
  • Training to be given to the identified NGOs as
    they are working at the grass root and less
    chance of migration
  • PRI members be sensitized and aware of their role
    and responsibility regarding the disaster
    management
  • Local potential resources should be identified
    and used
  • Sensitization is required to Panchayat PRI
    members as they have to act according to the
    Governments relief provision.
  • All identified local social leaders, AWWs SHGs
    should be well trained and sensitized as they are
    most accessible and known agencies in the
    locality.
  • A thorough orientation be given to functionaries
    associated with DRM program.

  • A well set coordination mechanism be established
    for monitoring, evaluation and implementation of
    the disaster management related issues.
  • Wall mapping, street plays, and other informative
    tools be demonstrated among the identified
    vulnerable communities.
  • A district level disaster management resource
    centre be set up containing well informed and
    trained resource persons and resource materials.
  • The disaster management plan should be integrated
    into the development plan.
  • Skill upgradation of disaster volunteers/managers
    both at government and non government level.

2. Preparation of training plan organizing
training events
  • 3 Need based Training plans on Sphere, Gender
    Essentials for Humanitarian Program Managers
    (EHPM) have been developed with due consultation
  • 60 disaster volunteers/managers from operational
    10 districts undergone Training of Trainers (ToT)
    on Sphere, Gender EHPM in different phases.
  • Due field work and exposures included in the
    training program
  • Back home follow up plan stressed for the
    volunteer in the training
  • 22 female participation in training program

3. Preparation/putting together course modules
and resource materials
  • The course module and resource materials for
    Sphere, Gender and EHPM training programs were
    designed after several consultations.
  • Considering the need of the participants,
    appropriate module and resource materials
    prepared and compiled in booklet form for ready
    use.
  • Course materials in vernacular language is under
    preparation

4. Follow up Action
  • After the completion of the training programs 10
    nos. follow up meetings organized at the
    districts with the trained volunteers/managers
  • Training participants guided in preparing follow
    up action plan and local resource mobilization
  • As a continuous process, it will go along with
    the activities.
  • 9 district workshops on Gender and Sphere are
    completed.

5. Developing maintaining a skill register
  • The design and structure of the skill register
    was finalized on due consultation with government
    and non-government institutions.
  • The data collection process is completed. After
    compilation of data it was send the districts for
    verification. The information provided to the
    printer to publish a booklet.
  • The skill register restricted to district level
    further it will cover up to Block level.

6. Volunteer Management
  • The state level workshop on volunteer management
    for effective disaster response was organized on
    17th July 2006 covering participants from UNDP,
    Govt. NGOs, INGOs, CSOs, PRIs and village level
    volunteers.
  • The draft strategy paper has been prepared. The
    draft strategy paper was disseminated among
    different stakeholders for feedback.
  • The final strategy paper on volunteer management
    will be submitted to the government for approval
    and action

7. Program Development
  • Proposed two research studies on Capacity
    building interventions for disaster management in
    Orissa and Volunteer Promotion for effective
    disaster management in Orissa were conducted by
    experienced consultants.
  • After gathering feedbacks the final study reports
    were submitted to the IRCS-OSB and Oxfam.
