Project History
  • Per the Xcel Energys franchise agreement, 1 of
    the preceding years electric revenues which are
    available to the Village for undergrounding
  • Priority for through streets/major thoroughfares
    from West to East and also in advance of and or
    concurrently with CIP Projects for cost savings
    with pavement and landscape restoration

Local Improvement District (LID) Process
  • Form a residential committee to provide project
    guidance
  • Committee to make decisions on behalf of the
    district/residents
  • Need at least 3, but not more than 6 members
  • Residents must agree on the project limits of the
    district
  • To begin establishment of the district, a
    petition for the LID shall be submitted to the
    City Clerk

  • Petition shall include
  • Description of the area to be included in the
    district
  • Description of the improvements petitioned for
    and the location thereof
  • Names and addresses of the signers thereof,
    together with the legal description of the
    parcels of property owned by each

  • Resolution of Intention adopted to create LID
  • Public Hearing date set and published 3 X for
    notice to public
  • Public Hearing
  • First and Second readings at two separate City
    Council Meetings
  • LID Formation (about 10 days after second reading)

  • Proceed with Design and Construction
  • Individual Property Owner Assessment takes place.
  • Residential Committee can look at hiring an
    independent consultant
  • Assist with determining individual resident
    contributions to the project by review of
    criteria such as-distance from home to the
    connection, etc. to determine appropriate costs.

Other Items to Consider
  • Independent Consultant fees for assessment paid
    by property owners
  • All design and construction cost paid by property
    owners
  • Would also have to consider other utilities on
    the overhead lines (Qwest, Comcast)
  • No franchise agreement with Qwest for utility
    undergrounding (costs to be borne by homeowner)

  • TBD by Xcel and if necessary other utilities
    including but not limited to Qwest and Comcast
  • Assessment-1 month process
