• What characterizes a high performing school given
  similar economic social environments.
• Two key variables emerged

• Leadership of Principal
• Support of Community

• Focus on leadership (principal, division
  superintendent, district supervisor, mayor,
  governor, LGU)
• Involvement of all stakeholders became guiding
  principles for interventions

Successes Through SBM

• bigger share of schools crossing the 75 mastery
  level and 60 near mastery level in the NAT
• while all clusters (except Aklan) declined in
  scores and ranking from SY 04 05 to SY 05 06,
  TEEP SBM provinces sustained their lead relative
  to other clusters

• relatively stronger improvement in mathematics
• (22.6 ELS and 18.2 non-ELS achieving 75
  mastery level)
• (59.5 ELS and 46.3 non-ELS achieving 60
  mastery level)

What accounts for the greater improvement in
mathematics?
Cynthia Bautista significantly greater
improvement in the NAT in several divisions of
TEEP attributed to the Lesson Guides prepared by

Building Leadership and Community Support through
SYNERGEIA

• focus on Local School Board
• whole community engagement in assessing the
  situation, setting goals and deciding priorities
• focus on elementary schools, especially English
  and Math
• basic instructional materials (lesson plans,
  workbooks, AV materials)
• in-service training for principals and teachers
• regular assessment of performance

• Bulacan, under the leadership of
• Gov. Josie de la Cruz (since 2000)
• (620, 000 pupils, 496 elementary schools gt

Working with PAYATAS Elementary Schools

• Strategic planning involving the total school
  community (principals, teachers, parents,
  students, barangay)
• capacity-building interventions (training of
  principals and teachers, close mentoring of the
  implementation of plans, academic assistance)

Successes in Payatas

• new buildings and more classrooms (as a result of
  well-formulated and well-justified strategic
  plans)
• improved student performance (as shown by
  improvements in division ranking)
• more empowered principals, more confident
  teachers
• greater support from the LGU and community

• Most dramatic improvement was Lupang Pangako
  Elementary School, from rank 94 in the division,
  the school jumped to rank 16 by the end of SY
  2005-2006 and currently is ranked 9 for SY
  2006-2007.
