6EXCEL AID What is EXCEL Aid? Excel aid is a
one-time funding stream for new capital projects
to improve New York State public school
facilities. How much EXCEL aid are we eligible
for and how much will the project cost? We are
eligible for 2.192 million. The proposed project
will cost 7.434 million. How were items
selected? The District Facilities Advisory
Committee consisting of parents, community
members, teachers, support staff and
administrators toured each of our eight buildings
to identify items in need of repair or
replacement. Other items were identified in the
Building Condition Survey.

- What is an approved EXCEL aid repair or
renovation? - In order to receive aid an item must meet one of
the following - Energy
- Health Safety
- School Construction
- Accessibility
- Education Technology
8EXCEL AID QUESTIONS But isnt it still state
taxpayer money, some of which comes out of my
pocket?EXCEL Aid, like other forms of state aid
is revenue collected from all New York
taxpayers. The goal of the legislature is to
provide a one-time funding stream to allow
districts to repair, renovate and improve their
facilities. It is expected that many, if not all
districts in our State will take advantage of
EXCEL aid. It is in our best interest to take
advantage of EXCEL aid rather than sit on the
sidelines and allow other districts to use our
tax dollars to improve their facilities. What
if we do nothing? If we decide to do nothing and
not take advantage of this funding stream, the
items identified in the Building Condition Survey
will still need to be repaired and/or renovated.
We will have to fund the complete amount of each
repair/renovation from our own school budget
without any aid from the State.
9EXCEL AID QUESTIONS How can we take on a 7.4
million dollar project with minimal, if any
additional tax increases? The items being
proposed in this project will be funded by State
and EXCEL aid. We anticipate 70.5 of the project
being funded by State aid and the remaining 29.5
funded through EXCEL aid paying almost all of the
cost of the project. We will be responsible for
paying the debt service on our bonds until EXCEL
Aid funding arrives. We anticipate a one-time
cost of approximately 5-6 for a home in the
300,00-350,000 range. Why werent the items
in this project corrected in the 2000 Capital
Improvement Project? The items being proposed for
repair and/or renovation were not at risk of
failure when voters approved the 68 million
dollar Capital Improvement Project in 2000.
Identified items have been rated as
unsatisfactory or unsafe in our Building
Condition Survey or were identified during our
building tours. Why move forward now? EXCEL aid
ends in April 2008. There is no guarantee that
the Legislature will renew this funding stream in
the future. Bringing proposed items forward for
voter approval at this time will allow us to
secure more competitive bidding on items in need
of repair, renovation or replacement.

EXCEL BOND PROPOSITION Yes or No SHALL the Bond
Resolution of the Enlarged City School District
of the City of Saratoga Springs, New York,
entitled Bond Resolution of the Enlarged City
School District of the City of Saratoga Springs
adopted March 20, 2007, authorizing the
construction of improvements and alterations to
various District school buildings stating the
total cost thereof is 7,434,000 appropriating
said amount therefor authorizing the issuance of
7,434,000 serial bonds of said District to
finance said appropriation, and further stating
that any EXCEL and other aid received as
reimbursement from the State of New York shall be
applied to offset and reduce the taxes authorized
to be levied therfor, BE APPROVED?
