Issue

• Should observational data (vs prognostic model
  data) be used in CALMET at the 12km regional
  simulations and in the finer resolution (4km or
  better) local domains? 
• Not meant to specifically address what grid
  resolution is adequate, which involves some
  different issues

Recommendations

• Run CALMET in No-Obs mode for the regional domain
  using highest resolution MM5 data available
• Run CALMET in hybrid mode (using both obs and
  no-obs) for the sub-regional domain where the
  model MM5 (no obs mode) is used to define initial
  guess fields and observational data (obs mode) is
  used to refine local parameters
• This is useful because it allows the local
  domains to be smaller with higher resolution than
  if it were necessary to include a larger area
