Purpose

• Express explicitly what the humanitarian
  community aims to achieve over the next 1-3
  years.
• Demonstrate how the underlying causes are being
  addressed and articulate, if possible, an exit
  strategy.
• Goals should show how the CAP fits into the
  overall humanitarian/transition/development
  response.

Goals should

• Provide a basis for the development of sector
  objectives.
• Take into account the goals of development,
  peace-building, economic growth and other
  initiatives (e.g. UNDAF, Strategic Framework,
  Bretton Woods, UN political missions, Government)
• Include measurable benchmarks.

• Help define an exit strategy
• Take into account available resources and
  capacities
• Clearly establish sector priorities
• Be brief

Key Questions

• Who should be involved in goal setting?
• Given the context, what should the time-frame be?
  
• What do we believe humanitarian actions will
  achieve in that timeframe?
• How can we ensure that goals are realistic and
  can be achieved within the time-frame?
• What impact will humanitarian actions have on the
  context?
• How can the goals take into account humanitarian
  principles and other cross-cutting issues,
  (gender, human rights, and security)?

Key Questions

• How do these goals relate to other initiatives
  outside the CAP, such as the Strategic Framework,
  peace process, regional programmes?
• How should the goals be articulated so that their
  achievement can be measured?
• How would the achievement of goals influence the
  exit strategy?
• For each goal, which project activities will
  contribute to achieving the goal?
• How can we ensure that objectives and, in
  particular, project activities are consistent
  with the goals ?
