Preface

• R.A of Iran is empowered for radio communications
  telecommunications acts to mandate technical
  standards and EMC requirements relating to the
  R.E and C.E in whole country.
• Technical standards regulation is to be used by
  the Iranian government and its instrumentalities
  to ensure that spectrum users telecom customer
  can
• Use their terminals on all
  public networks.
• Be provided with basic
  services.
• Operate the basic services
  over multiple networks.

Standardization purposes in Iran

• Correct operation of basic services.
• Minimal interference with other network
  customers.
• Standards provide customer protection for a
  particular industry.
• TMN standardization in whole country.
• Synchronization Tech. Standard for new operators.
• ATM is one option for supporting the IP network
  layer.
• Basic communications are an important national
  requirement.
• Enable products from many markets to be approved.
• Easily access to emergency services.
• Safety of C.E for consumers and network staff .

Technical standards

• International regional technical specification
  are basis of all technical standards in Iran.
• Preparing the technical standards for
  interconnection of connection oriented services
  based on E1.
• Co-ordination , preparation and approval of
  technical standards in the whole country.
• Interface specifications tech. Standard for
  networks.
• Each tech. Standard will be reviewed by the R.A
  per 5 years.
• The approved technical standards are available in
  electronic form on the R.A of Website.

Tech. Stand. Development process

• Development of any new tech. Stand. can be
  initiated by the R.A or be requested by Advisory
  Groups.

Method of regulation

• Pre-market method
• Approved the sample equipment before entrance to
  market.
• Issued the license for marketing.
• No checking afterwards.
• R.A decides that which products need more careful
  regulation so are type approved.

Testing body

• Type testing is a key factor in technical
  standards.
• Testing body is as part of the R.A of Iran.
• Some tests are applicable by other governmentally
  organizations such as ITRC,TCI, universities and
  others.
• Developing and adopting the process on type
  approval of R.E C.E in the country.
• Preparing the background for MRA with other
  regional international testing bodies.
