  • Assures Materials and Practices incorporated into
    the project are of highest quality and follow the
    plans and specifications
  • Result Better Quality Projects
  • Mandated by Title 23, Part 637 Subsection 205 of
    the Code of Federal Regulations (CFR)

    adequate, qualified staff to administer its
    quality assurance program..

Transportation Techs
  • Besides your own assigned Trans Techs, these are
    Maintenance personnel who are in the Trans-Tech
    program.
  • Resource needs identified early on and then meet
    with the Maintenance Area Supervisor and/or the
    Maintenance Engineer to discuss possible
    shortages in your needs on upcoming construction
    projects.

Trans Tech Training
  • Trans-Tech Academy (new hires)
  • Transportation Education Program (TEP) (4-year
    Program)
  • On-the-Job Training Program (OJT). Works under
    the supervision of a Constr. Tech III or IV for 1
    year to gain experience and certification in
    materials testing.
  • Responsibility of Trans Tech to sign up for this
    program.
  • IQP (Inspector Qualification Program) qualified
    through UDOT

  • Transportation Technician Qualification Program
    (TTQP)
  • Important that Trans Techs be encouraged to
    attend the TEP, OJT and TTQP Training Programs to
    get qualified to better help us on our
    construction projects.
  • By doing so, increases the pool of in-house
    personnel resources available to the REs

  • Important that REs work with Area
    Supervisors/Maintenance Engineers early on to
    identify resource needs.
  • Lastly, make sure you supply all of your Trans
    Techs with a set of Project Plans and Specs that
    apply to the area they are responsible for on the
    project inspection
  • This is currently and has been a problem in the
    past

Consultants
  • Used mainly for complete project management
    including inspection and testing responsibilities
  • The Consultant acts as the Resident Engineer on
    the project. Inspection personnel must be OJT,
    IQP and/or TTQP qualified through UDOT

  • Needs identified early on. RCE PM should know
    manpower needs and contact Consultant Services to
    use a consultant from the Construction Engineer
    and Management Pool (See Consultant Contract
    handout)
  • Know your local Consultants and their individual
    personnel for possible future help with your
    projects

Rent-A-Tech
  • Use of a specific Technician already employed by
    a Consultant for inspection and/or testing
    services only. Must be OJT, IQP, and/or TTQP
    qualified through UDOT.
  • The Technician is directly responsible to the
    UDOT Resident Engineer and becomes part of
    his/her crew for the duration of the project or
    temporary employment.
  • Identify the need early on. PM and RE should
    contact Consultant Services for help in securing
    the Technician through a Pool Contract. (See
    Consultant Contract handout)

  • Know your local Consultant personnel for possible
    future help with your projects as a Rent-A-Tech

Retired UDOT Employees
  • Identify the need early on
  • Identify those who have an interest and the
    qualifications to help with inspection and/or
    testing
  • Contact your Region Human Resources
    representative for help in retaining a retiree
    for your project needs

  • Keep a contact list of retired UDOT personnel who
    are qualified to perform inspection and/or
    testing work

Using A Crew From Another Region
  • Identify the need early on and work through your
    Region Construction Engineer and the Region
    Construction Engineer of the other Region to
    identify a crew that may be available.

Keys To Success
  • EARLY PLANNING (Identifying the need early on)
  • Find out what projects are being assigned to your
    crew as early as possible in the year
  • Determine personnel resource needs for each
    project
  • Coordinate with Maintenance Area Supervisors to
    maximize use of the Trans Techs
  • Make contact with RCE, Consultant Services, etc.
    as soon as needs are identified

Options
  • There are NO options for having inadequate
    numbers of qualified inspection and testing
    personnel on UDOT projects
  • UDOT/FHWA Quality Assurance Program Process
    Review found that we as a Department need to
    improve in our qualifications of construction
    personnel including making sure we are covering
    the projects with adequate numbers of personnel
    to get the job done.

Consequences
  • If we do not adhere to Department Policy and
    Procedure, Minimum Sampling Testing Guide,
    Duties outlined in the UDOT Construction Manual
    of Instruction and the requirements for the DOT
    to develop and follow a Quality Assurance Program
    as outlined in the Code of Federal Regulations
    (CFR) Title 23 Part 637, We Lose..
  • What do we lose?..
  • Federal Funding for our construction projects.
