are done usually within 48 hours of unloading.
When done the manifest hold comes off and you can
pick-up. After 48 hours, if the hold is still
showing in ABI, then call the carrier/terminal.
They will have an AMS message if the container is
designated for an AT-CET exam. AT-CET exams in
Los Angeles are performed at Price Transfer. The
container is moved over by their contract
trucker. Call Price Transfer to confirm and get
a tracker number. You can track the exams
process on Price Transfers website at If
there is a manifest hold and the VACIS exam is

3Manifest Hold AGRICULTURE When you get this
message CBP-Agriculture needs to look at the
paper documents. DO NOT FAX the documents.
If no original certificates are required, fax
copies to a broker in L.A. to submit to CBP-Ag or
send directly to CBP-Ag by overnight courier
to CBP-Agriculture 301 Ocean Blvd. 8th
Floor Long Beach, CA 90818 If you have
required original documents (e.g. phitosanitary
certificate) then the original document is
required. Submit with a printed CF 3461 entry
package
4Time Frames for Processing Entries For paper
entries, CBP in Los Angeles expects to process
all entries within 48 hours. If they are not
processed, then they will authorize a duplicate
entry after 72 hours. The RLF contact in L.A.
has the same expectations. Dont call if your
entry is not processed within 24 hours. Take
advantage of the 5 days advance filing. If you
file 3 days in advance, then when you need to
check after 72 hours, the cargo is not off the
ship yet and there is time for RLF contact to

7Proposed Program
CAAP (Clean Air Action Program) - The ports of
Los Angeles and Long Beach cannot expand without
first taking environmental steps to clean the
air. The program has sections for Ocean
Carriers, Railroads, On dock Equipment and
Truckers (Clean Trucker Program). Clean Truck
Program Will immediately remove trucks older
than 1984. Plan will have grants to replace the
oldest trucks and grants to retrofit those trucks
that can be retrofitted to 2007 standards.
There will be a fee of 35.00 per TEU for the
truck cleanup for both ports. Los Angeles
version will allow only concession truckers that
own all their own trucks and use paid employee
drivers. Long Beach version will allow for both
truck firms with their own employees and
independent contract drivers with their own
trucks.

9Proposed Lowenthal Bill Requires California
Ports to collect fees for Congestion Relief
Trust Funds. Only half the funds would go to
trust fund other half would go to state
environmental programs. TEU - 30.00 FEU -
60.00 On Time Act Federal container fee for
all containers coming into the United States by
any mode. 90 of the fee collected would go to
the corridor that it was collected from. (HR
