Progress to date and next steps
  • Currently revising draft guidance
  • Ministerial submission this week
  • Publish as soon as possible thereafter - by 31
    March
  • PCTs will have until 1 October to implement new
    guidance

  • The committee as a whole is responsible to the
    PCT Board
  • The PEC Chair is accountable to the PCT Chair
  • PEC members are accountable to the PEC Chair

  • PCT Board adopt a local model (involving the PEC
    and other sub committee) which aims to minimise
    any conflict of interest issues by ensuring that
  • management processes to minimise conflict of
    interest issues within the PEC exist and are
    appropriate particularly to the assessment of PBC
    commissioning plans
  • there are clear declarations of interests by all
    PEC members.

  • Structure/format/appointments
  • Competency-based approach (ie. having the right
    people with the right skills)
  • PEC members - job descriptions with associated
    competencies - appointments made by interview
    against these competencies
  • PEC members should carry a caseload

  • Remuneration
  • PEC members should receive equal pay (except the
    PEC chair)
  • PCTs should develop a local pay structure for PEC
    chairs and members linked to the framework for
    very senior NHS managers
  • PCTs will consider appropriate reimbursement for
    backfill costs, lost earnings and development
    needs.
