greatest factor is targeted declining endstrength

over advancing as force levels from FY07 to FY09

17Advancement Challenges
- ECMs use advancement exams to help shape
inventory to target EPA - Target EPA changes can outpace the ability to
shape inventory on a single advancement cycle. - Can cause under-manning a paygrade
- Can cause over-manning a paygrade
- Target EPA may be above or below the execution
years work requirement. - ECMs can advance to a quota outside the control
with N13/CNP approval. - Existing Force shaping efforts are underway but

- Established April 2005 (NAVADMIN 077/054) to
advance Sailors in paygrades E1-E5 in recognition
of uncommon valor and extraordinary deeds

of combat operations. Advancement to E7 through
E9 is not authorized. - CMAP applies to Active and Reserve Sailors,
permanently or temporarily assigned to a command

performance in a combat environment. - Sailors must meet basic advancement eligibility
requirements with the exception of minimum Total
