1Experience of RPC Radiy in designing,
manufacturing and implementation of FPGA-based
NPP IC systems
2History
1954 Establishment of our Company. In that
period main direction of activities was the
development and manufacturing of professional
radio and television equipment.
1995 RPC Radiy has started serial
manufacturing and supply of IC systems for
Nuclear power plants. FPGA-architecture was
applied for the first time in Ukraine to realize
standard functions of blocks. Totally to
Ukrainian NPPs were supplied 15 complexes of
Control safety system of generation I which
contain more than 50 000 of gate arrays.
2000 RPC Radiy has started the development of
completely new generation of Digital
Instrumentation and Control Systems
(Instrumentation and Control platform Radiy)
with application of FPGA of leading world-known
manufacturers.
3History
2004 Equipment of reactor control and
protection systems manufactured by RPC Radiy
was commissioned at new Ukrainian power units of
Rovno NPP (power unit No. 4) and Khmelnitsky NPP
(power unit No. 2) which were evaluated by
international experts as the most safe in the
world.
2005-2008 Accomplishing of modernization of
control safety systems and safety-critical
systems almost at all power units of Ukraine
basing on the equipment of RPC Radiy. Within
this period we have manufactured, assembled and
commissioned more that 30 Digital Instrumentation
and Control Systems of different designation at
the facilities of power engineering of Ukraine.
2007 Supply of equipment of reactor control and
protection system, and also supply of automated
reactor power regulation system under TACIS
program to the power unit No. 1 of Khmelnitsky
NPP.
2008 Started the modernization process of
Control safety systems at power units No. 5 and
No. 6 of Kozloduy NPP, Bulgaria.

experience which allow us to accomplish designing
and to provide complete technological cycle on
manufacturing, testing and implementation of
Digital Instrumentation and Control Systems.

Scientific and production potential of RPC
Radiy allows to realize at the high level the
tasks of different complexity in the sphere of
- System analysis of controlled facilities
- Designing of control systems for facilities with
increased danger - Development of software for Digital
Instrumentation and Control Systems - Designing of electronic equipment.
Four design bureaus are operating at our Company
each of which is equipped with most up-to-date
technical means to provide designing process.
More than three hundred of highly qualified
designers are working in these design bureaus.

cycle of works on manufacturing of integrated

assuring of quality control of technological

Testing facilities of our Company allows to
perform complete cycle of equipment qualification
and functional testing, namely

Today Research-and-Production Corporation
Radiy is leading in Ukraine designer and
supplier of Digital Instrumentation and Control
Systems of high safety class (class A by IAEA
classification) for control and protection
systems of nuclear power plants with reactors
ofVVER-440 and VVER-1000 types.

Digital Instrumentation and Control Systems are
developed on the basis of Instrumentation and
Control Platform Radiy in one design and on
elemental base of new generation with
implementation of Field Programmable Gate Arrays
(FPGA) from leading foreign manufacturers.

Instrumentation and Control Platform Radiy
includes hardware and software levels. Software
level represents the set of verified software
components which realize the following functions
- Communication between composite parts of Digital
Instrumentation and Control Systems - Diagnostics of hardware and links of Digital
Instrumentation and Control Systems - Representation and archiving of technological
and diagnostics information.

Hardware level of Instrumentation and Control
Platform Radiy is realized on the basis of
functional blocks and modules designed for

analogue signals from primary sensors and
adjacent systems - Forming of output discrete, analogue and digital
signals in accordance with pre-set control
algorithms - Actuators control
- Communication functions
- Diagnostics functions
- Provision of power supply of primary sensors
- Auxiliary functions.

based on FPGA-technology.
Advantages of FPGA-technology
- Control and other safety-critical function are
realized on the principle of hard logic without
software - Software participates in functions failures of
which do not influence on performing of main
control functions of the system as whole - High response time
- Simplicity of functional algorithms modification
which do not effect on systems hardware
structure - Realization of multi-level functional diagnostics
of equipment.

15Certification of System Quality Management
Designing, manufacturing, supply and maintenance
of the equipment for nuclear power plants is made
in accordance with the Certificate for Quality
Management System DIN EN ISO 90012000 issued by
Certification Authority TÜV Rheinland
interCert, Brussels.
16Product Certification
In December 2007 TÜV Rheinland interCert has
accomplished certification testing of DICS CSS
for compliance to the requirements of European
safety regulations EN61010, EN61000 and EN55022.
according to testing results our Company has
received Certificates of Compliance for
application of CE mark for hardware of Digital
Instrumentation and Control Systems.

18Participation of RPC Radiy in international
projects
2006 RPC Radiy has won an international
tender under TACIS project U1.04/05 for Power
unit No. 1 of Khmelnitsky NPP for designing and
supply of the following
Digital Instrumentation and Control Systems of
Reactor Emergency and Preventative Protection
Digital Instrumentation and Control Systems of
Automatic Reactor Power Regulation, Discharge and
Limitation.
2007 According to awarded tender RPC Radiy
has supplied two sets of Forced Power Supply
Equipment of Control Elements of Control and
Protection System to the Power units No. 5 and
No. 6 of Kozloduy NPP. Bulgaria. 2008 In March
RPC Radiy was awarded as a winner of
international tender for performing of
modernization works of six Control Safety Systems
of Power units No. 5 and No. 6 of Kozloduy NPP.

19Summary
Positive operation experience of Digital
Instrumentation and Control Systems at the
facilities of power engineering has proved the
expediency of construction strategy of control
systems of responsible facilities basing on FPGA
technology.
Instrumentation and Control Platform Radiy can
be used both for the purpose of modernization of
different types of existing reactors and for
reactors of new generation.
RPC Radiy has significant production and
designing resources which allow to provide
Nuclear power plants with up-to-date
highly-reliable equipment within very short time
periods.
