Purpose / Agenda
  • Provide required information regarding
    Mobilization related reassignments / promotions /
    finance entitlements
  • Prepare documents required to convert from Title
    32 to Title 10
  • AGR Order ends day prior to effective date of
    mobilization
  • Will receive DD Form 214 for AGR time
  • Extension Requirements(For Tours that end during
    mobilization)
  • BAH Rate during mobilization
  • CZ Entitlements (FSA, HFP, Save Pay/HDP, Tax
    Exempt)
  • Optional Sell Leave, Change Direct Deposit,
    Start, Stop, or Change Allotments, TSP, etc

Mobilization Reassignments and Promotions
  • Reenlistment order - Upon demobilization, soldier
    will be returned to original AGR requirement /
    MTOE position
  • Controlled Grades E8, E9, O4, O5, O6
  • AGR enlisted soldiers promoted to a controlled
    grade will have one year from REFRAD date to be
    assigned a control grade. After that, Soldier
    will be demoted. Please note GWOT promotions
    must be done on or after the Mobilization date.
  • AGR officers will not be promoted to a controlled
    grade unless TAG thru J1-HA approves beforehand

Mobilization Promotion
  • Non MOSQ Soldiers who are promoted during
    mobilization have one year to become MOS
    Qualified upon demobilization.
  • Promoted Soldiers who return overgrade to their
    AGR position will have one year to find a
    position at their new grade. After one year,
    soldiers who have not found a new duty position
    will be demoted. Commands should work to
    resolved these issues after demobilization.
  • (Note Soldiers in this situation are
    considered Priority Placement upon
    demobilization. They will be given first
    preference when applying for upward mobility
    positions.

  • Example 1 Co Training NCO (E6 position, 11B)
    is promoted to E7 for mob. When he returns there
    is an E7 Readiness NCO position, 19K someplace
    within the BN or BDE that is vacant he would be
    command directed to take that position and will
    have one year to become DMOS qualified or be
    released from AGR program.
  • Example2 Co Training NCO (E6 AGR position,
    11B) is promoted to E7 for mob. When he returns
    there are no vacant E7 AGR positions within the
    BN / BDE. He would return to his Training NCO
    position, but would be considered Priority
    Placement for all E7 jobs within the state. He
    can remain over grade for one year.

  • THE BOTTOM LINE - If promoted overgrade to
    original AGR position, at the end of a 12-month
    period the AGR soldier must have
  • (1) been reassigned to an AGR position of same
    grade and DMOS qualified for that position or
  • (2) take an involuntary administrative reduction
    to grade commensurate to original AGR position
    DMOS qualified for that position or
  • (3) accept reassignment to a lower-graded
    position to which DMOS qualified and
    administratively reduced upon assignment
  • (4) be released from full-time National Guard
    duty in the AGR program
  • Soldiers in mobilized units who are promoted with
    a waiver of NCOES requirements must be enrolled
    within 12 months of REFRAD. Soldier must
    complete NCOES requirement IAW NGR 600-200
    (within 2 years of REFRAD)

Entitlements
  • Family Separation Allowance - (if dependents)
    starts 30 days after departing home station and
    stops if home for 30 days or more effective first
    day home (ex stops upon demob, stops eff return
    date if WIA and home over 30 days)
  • Start upon arriving OCONUS - (started by theater
    finance station)
  • Hostile Fire/Imminent Danger Pay  - 225.00 per
    month, one day gets you the entire month
  • Hardship Duty pay (Save Pay) - 100 per month,
    starts the day you arrive in country and stops
    the day you depart
  • Casual Pays -
  • Please reconcile all Casual Pays received in
    Theater. On occasion, casual pays may take
    several months to catch up to soldier. It is
    helpful for the soldier to be aware of
    outstanding casual pays.

BAS BAH
  • BAS All Soldiers are entitled to BAS at the
    standard rate for duration of TCS/TDY
  • BAH Soldiers entitled to BAH before deployment
    generally continue to receive BAH unless their
    circumstances change (ex single Soldier isn't
    maintaining a household)
  • - Active Component Soldiers BAH remains payable
    at the Permanent Duty Station zip

Combat Zone Tax Exclusion(CZTE)
  • Soldiers serving in a designated combat zone or
    HFP area are exempt from paying state federal
    income taxes
  • Exemption for officers is limited to the Sergeant
    Major of the Armys base pay plus HFP - 6,792.60
    for 2007 (leave sell CSB)
  • Enlisted Soldiers exemption is not limited.

Leave
  • T32 to T10 provides opportunity to sell leave
    which will count towards Career 60 total
  • Per DODFMR, Para 350101, Any leave accrued
    specifically during Title 10 Contingency
    Operation may be sold at end of tour and will not
    affect Career 60 total
  • Federal/State Tax
  • Taxable Non-Combat Zone Period
  • Non-Taxable Combat Zone Period
  • Considerations
  • SLA
  • Large leave balance
  • CZTE Leave charged first

    account earning 10 per annum, compounded
    quarterly

    WHILE MOBILIZED
  • WILL NOT BE BOARDED, NOR WILL ORDERS BE CUT WHILE
    SOLDIER IS MOBILIZED
  • WITHIN 30 DAYS OF REFRAD, SOLDIERS WILL BE
    NOTIFIED OF PENDING BOARD ACTIONS (BOARD PACKET
    WILL BE DUE WITHIN 90 DAYS)
  • SOLDIERS REQUIRING AGR CONTINUATION WITHOUT BOARD
    WHILE MOBILIZED
  • WITHIN 30 DAYS OF REFRAD, SOLDIERS WILL BE
    NOTIFIED OF PENDING BOARD ACTIONS (BOARD PACKET
    WILL BE DUE WITHIN 60 DAYS)
  • SOLDIERS WHO REENLIST WHILE MOBILIZED USING THE
    DD FORM 4/1 TO RECEIVE THE REENLISTMENT BONUS
  • WILL RECEIVE NEW AGR ORDERS UPON REFRAD. THE END
    DATE OF THESE ORDERS WILL COINCIDE WITH THEIR
    BONUS END DATE.
