  • Started in JUNE 1976
  • First ever Journal in Computer Networking
    field.
  • Became a leading journal in the field.
  • In the 1990s the Journal was neglected.
  • Took over the EiC January 2000 to revive the
    Journal.
  • Complete new Editorial Board (46 Editors).
  • Complete Electronic Processing.
  • Very fast turn around times (less than 3 mos)
  • Very detailed and constructive referee reports.
  • 70 rejection rate.
  • In 1.5 years we brought the Journal back to its
    glory days!!!

Why the Transition to E_Processing?
  • EFFICIENCY!!!
  • Reduction of paper processing time
  • Good use of multimedia applications
  • Less burden on the Editors, referees, authors,
    and Editorial office
  • Easy tracking of paper status
  • Enormous cost savings
  • Use of high tech components (e.g. computers and
    communication networks)

  • Authors submit hard copies of the paper to EiC or
    to one of the Editors
  • If EiC ? Logs in the submission
  • ACKs to the authors
  • Sends the paper referee forms to an
    Editor
  • If Editor ? Sends a letter to EiC informing
    about the submission with 1 copy of the
    paper
  • EiC logs in the submission ACKs the Editor

Overview of Hard Copy Processing
  • Editor sends one hard copy to three different
    referees
  • Referees send ACK or NAK letter back to Editor
  • If NAK, the Editor must send another copy to
    another referee (sometimes, the referees do not
    return the hard copy, i.e., a new copy must be
    made for the new referee ? costly!)
  • If referees do not return their reports, then
    they will be asked with another letter about the
    status of the processing

Overview of Hard Copy Processing
  • When an Editor collects all referee reports (in
    hard copy), the decision referee reports are
    forwarded to EiC.
  • EiC then sends a letter along with the editorial
    reports referee reports to the authors
  • Depending on the decision
  • reject ? easy ? just forget it
  • accept ? more hassle!
  • revise resubmit ? much more hassle!
  • Bottomline in this high tech age
  • ? this procedure is obsolete, costly,
  • and cumbersome!!!

E-Processing (based on E_mails)

Authors
  • Authors e_mail their papers (PS, Doc, PDF files)
    to EiC and Editorial Office
  • Editorial Office ACKs by e_mail receipt of the
    papers, and informs the authors which Editor will
    be processing their papers
  • The Editor receives an online copy from Amsterdam
    Office

E-Processing
  • Editor e_mails the paper file to referees. After
    checking with referees whether they are willing
    to referee the paper by short message exchanging
  • Referees return their referee reports (on-line)
    to the Editor
  • Editor decides based on referee reports about the
    outcome of the paper and informs the authors
    directly by e_mail by also sending the referee
    reports to them. Editor also copies the e_mail
    exchanges with the author to EiC Amsterdam
    Office

Interaction with EiC and Amsterdam Office
  • Amsterdam Office sends a status report of pending
    papers to EiC every couple of months (again
    online)
  • Every couple of months, EiC and Amsterdam Office
    have a teleconference to discuss the latest
    developments

  • Introduced Best Editor of the Year Award
  • Introduced Best Paper of the Year Award
  • Have at least one Editorial Board meeting during
    one of the leading computer networks conferences

What Next!
  • Moving to complete Web-Based Processing
  • by January 2002.

Why?
  • Annoying e_mail exchanges of very large files
    (papers) between the offices of EiC, Amsterdam,
    the Editors, Referees and Authors.
  • No formatting problems as the system will do
    automatic conversions.
  • Authors will immediately/automatically be ACKed
    by the system.

Advantages of Web_Based Processing
  • Avoid unnecessary E-mail box congestions.
  • Authors can check the status of their papers
    anytime they wish.
  • Very easy processing just clicks
  • on necessary buttons
  • (complete automatization!)

  • Highly recommend e_processing.
  • Essential for success is to have good
  • coordination between Publishing Editor and
    EiC.
