2 Stewardship Oregon Framework
Oregon Framework consists of over 300
statewidegeographic datasets that are commonly
needed for GIS applications.
3Data StewardshipDefined
- The willingness to be accountable for a set of
business information for the well-being of the
larger organization, by operating in service,
rather than in control, of those around us. -
- The larger organization here is the enterprise
of government in Oregon. - English, Larry. Information
StewardshipGiving IQ and Happiness (Business
Intelligence Network, 2006).
4Data Life Cycle
5Framework StewardshipObjective
- Properly maintain, distribute and provide
appropriate access to current Framework data
indefinitely, as well as create and maintain
metadata conforming to or exceeding applicable
standards.
6Framework StewardshipAchieving the Objective
- Join stewards together over time
- Make responsibilities explicit
- Incorporate accountability
- Institutionalize enterprise activities
7Framework StewardshipThree Major Roles
- Custodial stewards create spatial data
- Horizontal stewards integrate chunks of data
contributed by custodial stewards into statewide
datasets (Framework) - Vertical stewards assure spatial registration and
harmonious database models among Framework
datasets
8Horizontal Integration
Lincoln County Tax lots
Benton County Tax lots
Marion County Tax Lots
Deschutes County Tax Lots
Malheur County Tax Lots
Jackson County Tax Lots
9Vertical Integration
- Siting new facilities
- Enrollment forecasting
- Long-range demographic planning
- School redistricting
10Framework Stewardship Guidance
- Geographic Data Stewardship Best Practices
- Framework Stewardship Program
- Model Charter
- Model Stewardship Plan
- Standard Operating Procedures (samples)
- Business Rules (samples)
11Framework StewardshipStewardship Classes
- The Stewardship Workgroup recommends three
classes of stewardship for Framework elements -
- Class A high degree of formality
- Class B moderate degree of formality
- Class C low degree of formality
12Stewardship Stewardship Classes
13Framework Stewardship Stewardship Classes
- An Expert Key provides a consistent method to
identify the appropriate minimum stewardship
class for each Framework element. Steward groups
can opt for a higher class.
14Framework StewardshipConcerns
- The Charter requires signatures from many
organizations. It will require legal review and
may be too high a hurdle for some jurisdictions. - Stewardship feels like more work added on top of
everything else we already do.
15Framework StewardshipNext Steps
- Collect additional feedback and test expert key
- Complete the guidance
- Address concerns
- Work the guidance through FIT, PAC, OGIC, CIOMC
and CIOC
16Framework StewardshipQuestion
- Given the concerns, do you have suggestions for
improving the approach to formalizing stewardship
that provides effective accountability?
