• Voter turnout decreased (35.58 vs. 36.28 in
  2001), but the number of ballots cast increased
  3.8.
• Voter registration was up 5.9, an increase of
  15,250 registered voters.

  4.54 in Non-CEI precincts. 
• Ballots cast were up 15.35 in CEI precincts vs.
  just 1.90 in Non-CEI precincts.

• Overall citywide turnout was just 34.3 in
  Chelsea.
• Voter registration was down only 0.95, but
  ballots cast dropped by 34.3.
• Despite the decrease, ballots cast in CEI
  precincts were higher than non-CEI areas.
