Migration to XAL

• Moved Jeri into gov.sns.apps.jeri package
• Renamed Jeri.java to Main.java and made it a
  subclass of gov.sns.application.ApplicationAdaptor
  
• Created JeriDocument.java to provide an
  implementation of gov.sns.application.XalDocument
  for Jeri
• Made MainFrame.java a subclass of
  gov.sns.application.XalWindow
• Created menudef.properties and About.properties
  files to make the menu and about box as an XAL
  application
• Made changes to the build file.
