Introduction

• The military community does not have an official
  common military position today.
• Military ATM community understands the need to
  organise itself and is willing to develop common
  approaches.
• Co-ordination through the CMIC, the MILHAG,
  EURAMID, the military experts in EUROCONTROL and
  other fora.

• The expected role and responsibility when DMEAN
  is operational is described in the concept of
  operations.
• The DMEAN Master plan defines the expected role
  and responsibility during development and
  implementation of the program.
• The military acknowledged that they are
  considered as full partners in DMEAN.

• The military community is present in the DSC.
• The military community supported DMEAN at the
  last CMIC.
• The military community supported DMEAN
  initiatives at the last PC.
• Military participation is organised at expert
  level.
• In general the military community supports the
  project and has positive expectations.

  dynamic manner through collaborative decision
  making process

• The Military requirements are expected to be
  included in the development.
• The military community sees DMEAN as an enabler
  for dynamic and flexible use of the airspace for
  all users.
• Military is Airports, ANSP, Airlines, users,
  Operators, Handling agents and so on
• Future military Airspace Requirementsdefining
  the military needs

• Dynamism and flexibility in the management of the
  Airspace for all users.
• For the last decade more and more flexibility has
  been expected from the military.
• Dynamic can only be dynamic if Civil Controlled
  Airspace is also shared for Military use.
• The military community now expects the same
  flexibility from all other Airspace users to be
  able to maximise the use of the entire Airspace
  for the benefit of all users.

• New tools need to be developed and be implemented
  to support Dynamic and Flexible use of the
  airspace for all users.
• The cost for these tools must be covered by those
  who get the benefits.
• Planned flying should be developed as much as
  possible when practical.
• Cost Benefit Analyses should include operational
  and training benefits for the Military

• The military community expects enlarged use of
  Cross Border Areas (CBA) and Cross Border
  Operation (CBO), Dynamism and Flexibility in
  defining routes throughout Europe to accommodate
  the military requirements and those from other
  users.
• Involvement of the Military in all security
  matters

Conclusion

• Military authorities are supporting DMEAN but the
  expectations are not the same for all.
• The military community is considered as a full
  partner.
• DMEAN is a project for dynamic and flexible use
  of the airspace for all users.
• The cost for these tools must be covered by those
  who get the benefits.
