optimal from a societys point of view,
    especially in the early stages

  • Three forms of capital for a healthy vibrant
    society
  • physical capital the physical infrastructure
(including the natural environment) that is
necessary for economic and social activity
  • human capital the sum of skills and knowledge
that people apply to economic and social
    endeavours, including information
  • social capital the social infrastructure in
communities and the strength of social fabric

7
Links between economic and social policy
  • The Secretary-General of the OECD said recently
  • No single policy lever holds the key to the "New
Economy". Instead, a constellation of mutually
reinforcing policies is needed that will allow
entrepreneurs, firms and workers to react quickly
    and exploit new opportunities AND
  • "All democracies must guard against the
    development and persistence of significant
"divides" in their economies and their societies.
Many people, even in advanced societies of the
OECD, are in danger of becoming permanently
disconnected from society because they are unable
to participate in the modern economy. Not only
does this cause enormous personal distress, it
imposes heavy direct economic costs on society.
That is why social investment must help
individuals and, in consequence, countries take
full advantage of the human capital potential
    they possess
  • The New Economy", a speech by Donald J. Johnston,
Secretary-General of the OECD, June 2000.
