History of Problem Statement

• Working Group Last Call in 2002, then draft
  frozen.
• Since last IETF minor editing for clarity, then
  WGLC again.
• Eddie make some revisions clarifying the role as
  a historical document, including an update that
  mobility wasnt included in DCCP.
• Feedback from John Loughney, mostly editorial,
  changes being added by Eddie.
