LESSONS LEARNED OVERVIEW
  • Carter Burgess, Inc. was selected to perform
    project development services for a PDE Study in
    FDOT District Five that will attempt to implement
    the Departments new ETDM process.
  • In addition, in an effort to shorten the overall
    project schedule for the entire project (PDE
    through Construction), the Department has elected
    to overlap the PDE Phase (22) with the Final
    Design Phase (32).
  • This project attempts to plan, design, and
    construct a project in a short time, as well as
    implement the ETDM initiative of earlier agency
    involvement and earlier permit applications.

  • Design Negotiations occurred during PDE
  • We attempted to negotiate Design prior to the
    submittal of draft reports (i.e. Pond Siting) and
    prior to the Alternative Public Meeting.
  • The overlap of the two phases is a valuable
    effort, but may need to be delayed until a bit
    further along in the PDE.
  • A conservative estimate of the number and acreage
    of the pond sites was agreed upon and used as the
    basis for units.
