Retention Responsibilities
  • Monitor, analyze, report, and predict enlisted
    retention
  • Serve as Functional Manager for Navy Retention
    Monitoring System (NRMS)
  • Coordinate with OPNAV / BUPERS / Fleet / OCNR /
    CNRF to establish requirements
  • Coordinate with SSC NOLA (IT program manager)
  • Until recently, all responsibilities have been
    focused on Active Duty retention

  • Released in November 2008
  • Represents the first time standard retention
    measures are formally established for the SELRES
  • Announced the SELRES retention measures would be
    included in the Navy Retention Monitoring System
    (NRMS)

    to 90 days from EAOS)
  • Includes all Non EOS enlisted Losses to Non-Pay

    includes inventory (not just transactions)

Navy Retention Monitoring System (NRMS)
  • Navy Enterprise Retention Reporting and Analysis
    Tool
  • Provides access to personnel data for retention
    reporting
  • NRMS was designed as a collaborative effort
    between N1, Fleet, Center for Naval Analyses,
    Naval Personnel Research Studies and Technology,
    and the Center for Career Development.
  • Replaced the legacy Fleet and Staff tools (NAVRET
    and N1s RMS)
  • Sophisticated business intelligence capabilities,
    including ad hoc reporting to support analysis
  • Standardized metrics (Fleet and Staff using same
    business rules) Over 10,000 registered users
  • Personnel data is available from 1992 to present
  • Used to provide reports ranging from unit level
    leadership to Congress.
  • web-based application, a component of NSIPS
    analytics, hosted on NMCI, with computer
    based/online training and helpdesk support.

Navy Retention Monitoring System (NRMS)
  • Facilitates meeting responsibilities delineated
    in OPNAVINST 1040.11C (APR 09)

  • Provide annual active and reserve reenlistment
    targets to Fleet and other Echelon 2 commanders
  • BUPERS
  • Analyze, maintain, and disseminate command
    reenlistment and attrition data to Fleet and
    other Echelon 2 commanders
  • Monitor Navy reenlistment and attrition trends
  • Fleets and Other Echelon 2 commanders
  • Establish a quarterly Honor Roll and annual
    Retention Excellence Award program in support of
    CNO reenlistment and attrition targets
