  • TERRITORY AND POPULATION AS ELEMENTS OF THE
    POLITICAL POWER

  • Political power is ability to rule, mainly
    implying the ability to impose ones will upon
    another, which is often but not always achieved
    through use of force, i.e. coercion, to achieve
    ones own goals and interests.

  • In this case we refer to political power composed
    of the following elements
  • Population,
  • Territory,
  • Tconomic strenght,
  • Torce (police, military, etc.),
  • Political system,
  • Ideology and morale, and
  • Communication power.

1 Territory
  • The basic characteristics are the following
  • Quantitative - size,
  • Quality (mainly economic values of the area),
  • Geographical position (neighbors and borders).

2 Population
  • The basic characteristics are the following
  • Quantitative number of people
  • Qualitative structure of the population
  • Sex,
  • Age,
  • Occupation, incomes, etc.
  • Education,
  • Health,
  • Race, ethnicity, etc.

    need space for living.

3 Main conclusions
  • Mutual comparisons between the size of areas and
    the number of the population is relatively easy
    to make, while it is much harder to make it when
    one takes into account the qualitative
    characteristics of the two elements of the
    political power.

  • The question remains of a price (human lives,
    health, living standards, etc.) worth to be paid
    for a territory in negotiations, wars.
  • People are subjective factors of the political
    power in international and national relations and
    of the communication revolution in particular.
  • Thanks to the communication revolution the Earth
    became much smaller, interconnected and
    perceived by majority of its population as the
    global village, and their only domicile and
    shelter.

  • In XXI century people will more and more become
    nomads, and their ideas and goods will move ever
    more rapidly and increase in quantity.
  • Thus, the relationship between the population and
    territory will be weakened. The importance of
    state territories will decrease, while the
    population will always need space for living.

  • People will remain the subjective element of
    political power, of domestic, international, and
    global relations.
  • Territory will remain an element of political
    power.
  • Political power is changing and will most likely
    become global. There are several theories about
    future development of political power or some or
    of its elements or parts of them, such as
    deterritorialization, greater of communication
    power and police force.
