Introduction

• Part of the 40 million international education
  package in Budget 2004.
• An initiative aimed at further developing the New
  Zealand export education industry as a world
  class and innovative provider of Offshore
  Education.
• The EEIP is designed to give targeted contestable
  assistance to entities that can demonstrate a
  viable and innovative offshore export education
  plan.

Offshore Education

• Funds are targeted towards encouraging offshore
  education activities.
• This will include supporting a range of course
  and product initiatives.
• The aim is to open new markets and diversify the
  sectors risk.
• Offshore education will act as a marketing
  presence and pathway to New Zealand for students,
  and will improve New Zealands education
  diplomacy profile.

Innovation

• Funding will support activities that are a
  significant change and development on current
  activities (innovation) not business as usual
• Innovation in this context can cover development
  of new markets new business models and
  structures expansion into new modes of delivery
  development of new educational programmes and
  products or significant increases in scale of
  operation.
• The proposals are likely to carry more than usual
  risk
• Strong business case and risk analysis needed

• Applications are called for through ENZ and the
  Education Review.
• All other resources relating to the EEIP can be
  found on the ENZ website, including Guidelines
  and Templates
• Please call ENZ to discuss your proposal

Important Documents

• MoE Strategic Overview and Operational Guidelines
• This is the foundation document for the EEIP. All
  applications must adhere to the conditions laid
  out in this document and it should be used as the
  primary resource when putting together an
  application.
• EEIP RFPs Templates
• Requests for Proposal (RFP) can be found on the
  ENZ website and are distributed through various
  industry publications. RFPs outline the type of
  application being called for, and the dates they
  must be submitted by.

Lessons Learned

• Applicants must detail the business case behind
  their project including full risk assessment.
• Generic feedback on EEIP applications is provided
  on the ENZ website. Potential applicants should
  take note of the suggestions given, to ensure
  they are meeting all the requirements of the
  EEIP.
• The feedback focuses on business planning, risk
  analysis, market analysis, accurate budgets
  including projected revenues costs, and future
  business sustainability.
