MDM Programme was originally introduced in 1995
and was revised during 2004 to provide cooked
noon meal to Primary Students from September,
2004. The Programme was extended to Upper Primary
School students in a phased manner from October,
2007.

Kitchen-shed for PRIMARY SCHOOLS (Rs. in
lakh)
Funds of Rs.9054.33 Lakhs received previously
from the GoI was released to the districts for
construction of 15091 Nos. of Kitchen-sheds in
Primary schools during 2006-07 2007-08. The
balance amount shown above has already been
released for construction of 12717 Kitchen-sheds
during April, 2008. A sum of Rs.9907.80 Lakhs
is required for construction of Kitchen-shed in
balance 16513 nos. of Govt. Primary Schools of
the State.

UTENSIL for Primary Schools (Rs. in lakh)
  • The aforesaid amount has been released for
    Provisioning / Replacement of Cooking
    equipments/Kitchen devices in 10295 Primary
    schools during April,2008.
  • A sum of Rs.806.70 Lakh Rs.912.55 Lakh
    received from the GoI for the above purpose have
    already been released to the districts for
    Utensils supply to 34385 schools during 2006-07
    2007-08.
  • Rs.138.65 Lakh is required for Provisioning
    /Replacement of Cooking equipments/Kitchen
    devices in 2773 nos. of Primary schools of the
    State.

  • The funds have been allocated _at_ 503515 basis to
    School, District State levels.

Kitchen-shed for Upper Primary (EBB)Schools
(Rs. in lakh)
Balance funds of Rs.4611.60 Lakh has been
released for construction of 7686 nos. of
Kitchen-sheds in Upper Primary Schools during
April, 2008. A sum of Rs.3469.20 Lakh is
required for construction of Kitchen-cum-Store in
remaining 5782 nos. of Upper Primary schools of
the State.

UTENSIL for Upper Primary (EBB)Schools (Rs.

Funds to the tune of Rs.402.40 Lakh have been
released to 8048 nos. of Upper Primary Schools
(EBB) during April, 2008 _at_ Rs.5000/- per school.
A sum of Rs.544.10 Lakh is required for providing
Utensils to balance 10882 Upper Primary schools
of the State.

  • Lifting is 74 of allocation.
  • Students days 4230818 x 230 973088140
  • Actual feeding days/attendance was not 230 days/
    100 in all schools.
  • The state reeled under hot wave till end of June,
    2007 for which schools remained closed till end
    of June causing interruption of the programme.
    Further, rain devastated coastal districts like
    Balasore, Bhadrak, Jajpur, Mayurabhanj Keonjhar
    during the rainy season of 2007-08 as a result of
    which feeding programme could not be ensured for
    a number of days in those areas.
  • A sum of Rs.4349731/- towards reimbursement of
    transportation claims relating to 2005-06 sent
    vide this Deptt. letter No.6604, dtd.28.02.08 has
    not yet been released.

implemented from Jan, 2008 in 172 EBBs Upper
Primary schools. Actual feeding days/attendance

MDM-SCHEME NORMS
  • No. of feeding days - Minimum- 230 days.
  • Calorific value- 464 K. calorie and 14.2 gms. of
    protein for Primary School Students, and
  • 681 K. calorie and 19.8 gms. of protein for Upper
    Primary School Students.
  • Supervision charges includes the honorarium of
    Cooks Helpers _at_ Rs. 200/- and _at_ Rs. 100/- per
    month respectively.

Special intervention/ initiative to improve the
quality of implementation of the programme
  • Handing over of MDM to WSHGs.
  • Total Nos. of schools 45,985
  • Schools handed over to WSHGs

  • 32,553
  • Each WSHG to make security deposit equivalent to
    cost of one months ration of the concerned
    School.
  • WSHGs are assigned the duty of
    supervision, quality testing, proper storage of
    foodstuff, preparation and distribution of food
    cleanliness.

Supervision Monitoring
  • Inspection of MDM at field level
  • ADM, PD, DRDA, Sub-Collector Senior Officers of
    School Mass Education Deptt., Health Family
    Welfare, HUD Deptt. will inspect the Programme.
    At least 2 of the institutions by the district
    level officers, 5 by the Sub-divisional level
    officers 10 by Block level officers.
  • Internal assessment by the DIETs
  • A sum of Rs. 16.52 lakh has been placed with the
    Director SCERT (Orissa),for the aforesaid
    purpose.

Involvement of NGOs Akshaya Patra Nandi
Foundations under MDM in Puri Ganjam districts
  • Akshaya Patra Foundation programmed to supply hot
    cooked meal in 189 schools covering 25000
    students in Puri Dist Supplying in 110 schools
    covering 24067 students.
  • Nandi Foundation programmed to supply hot cooked
    meal in 652 schools covering 104000 students in
    Ganjam Dist.
