Background
  • In 2004 Cabinet approved a set of recommendations
    on the promotion and implementation of Batho
    Pele. One of the recommendations was that Batho
    Pele (BP) should also be rolled out to Local
    Government.

Background cont.
  • It culminated into a series of consultative
    meetings between the dpsa, OTPs, in consultation
    with provincial DHLGs.
  • It was agreed that the OTPs and the DHLGs should
    facilitate the arrangements and preparations for
    the Change Management Engagement workshops.
  • BPCMEP at LG started in November 2006, in
    Mpumalanga

WHAT IS BPCMEP?
  • The BPCMEP is not necessarily about training, but
    about re-orientation, of work culture and
    changing the mind-set
  • Focuses on deepening the understanding of BP not
    as an add-on but a daily way of doing business
  • Changes the culture / behaviour / attitudes of
    public servants
  • Helps overcome resistance to change
  • Motivate officials to go beyond the call of duty
  • Batho Pele model-back and front office
    operations-communication (internal external)
  • Prompted by identified gaps between theory and
    practice
  • Embraces the new Batho Pele Belief Set We
    belong, We care, We servePromote the slogan
    dubbed Together beating the drum for service
    delivery

Why need to roll out BP to LG, urgently?
  • Local Government is key player to bringing public
    service to the people.
  • No emphasis was put to LG when BP was introduced
    in 1997
  • Fully integrated/seamless service delivery is not
    possible without LG there should be no wrong
    door for service recipients- Thusong Centres
  • To achieve real service delivery the values and
    ethos of Batho Pele need to be shared across all
    spheres of government.

Progress to date
  • A target of 100 municipalities was set for the
    2007/08 financial year
  • To date, 1384 officials and counsellors from 274
    (97) municipalities have been trained
  • Only 9 municipalities are outstanding throughout
  • The following provinces have all (100)
    municipalities covered on train-the-trainer WC,
    LP, MPU, NC, GP and NW.

Phase 2
  • Main focus will be on the impact of the
    BPCMEP-qualitative and quantitative
  • ME strategy has been developed being
    implemented at LG
  • Coordinators to be consulted on the strategy
    templates
  • 1st feed back from all municipalities
  • of BPCMEP progress has been sought till July 08,
    only three provinces have responded to date

Impact assessment
  • Prior to roll out to LG BPCMEP conducted in
    National, Provincial and Ethekwini Municipality
  • Trained dept between 2005 to 2007
  • Need to assess the impact to improve the
    programme
  • Service provider busy in Provinces accept Western
    Cape
  • Results to be discussed with all participated
    provinces.

  • Road shows on ME Strategy to be initiated
  • All provinces have to submit all municipalities
    BPCMEP quarterly progress reports
  • Good practices will needed for phase 2
  • Roll out should be fast tracked across the 3
    spheres
