Goals
  • E.O. 13149, section 202, requires a 1 mpg
    increase in fleet fuel efficiency by the end of
    the FY 2005, as compared to the FY 1999 baseline.

  • For FY 2005 and 2006, the NDAA of FY 2002,
    section 318, requires 5 percent of the procured
    light duty trucks that fall under section 303 of
    EPAct to be alternative fueled or hybrid
    vehicles.
  • FY 2007 the percentage rises to 10 percent or
    higher

  • NDAA, section 318 requires 100 percent of the
    light duty (non-tactical) truck acquisitions not
    falling under section 303 of EPAct to be hybrid
    starting in FY 2005.

    measure each agencys progress in reducing annual
    petroleum consumption

Quality Concerns
  • The supplier of the B100 must be EPA registered.
    If the vendor is not the supplier of B100, then
    he must have the registration of the supplier and
    a cover letter acknowledging that he is the
    vendors current supplier

  • Splash Blending in receipt tank is NOT
  • permitted
  • Truck Manifold blending is NOT permitted

  • Optimum blending technique
  • Diesel fuel is picked up at supplier loading
    rack and driven to B100 supplier. The warm/hot
    B100 is added to the diesel fuel and blending
    occurs during transportation to the customer.

  • Blending in a compartmentalized
  • truck IS acceptable WHEN
  • Each compartment of the truck contains both the
    diesel fuel and B100
  • (the product in each compartment may not be
    equivalent to B20, but when all compartments are
    discharged to receipt tank, the composite must be
    20 biodiesel

  • Improper blending during colder months can
    result in cloudiness, gelling, particulate
    formation or filter clogging
  • Due to colder climates, some areas of the country
    do not supply biodiesel in the winter
  • (suppliers are adding tank heaters or building
    storage tanks inside heated buildings)

  • It is critical that product meet the tenth
    percentile of the ASTM D975 diesel fuel
    specification for cloud point (CFPP can be
    substituted for cloud point with the appropriate
    adjustment to the required low temperature)
  • Cold temperature additives have been developed to
    work specifically with Biodiesel and are approved
    for use in admin vehicles

  • B20 should never be ordered any more then
    monthly during periods of temperature change
  • DESC will not supply product if it does not meet
    the low temperature requirements

  • Although product is improving constantly, storage
    stability still remains a concern
  • Data shows that yellow grease blendstock may
    actually be a bit more stable in storage (the
    DESC 16.27 clause now permits B100 from a yellow
    grease feedstock)
  • Storage stability additives are being perfected

  • New changes end of Oct 2003
  • Truck Manifold blending not permitted
  • B100 supplier must be EPA registered
  • Permits yellow grease as a B100 feedstock

  • ASTM has balloted a commercial specification
  • It is included in the D975 diesel fuel spec
  • It covers all grades of biodiesel from B5 to B20
  • The DESC clause was used as the strawman
  • To date no negatives have been received
  • (will know outcome at Dec ASTM meeting)
