institutionalized Carbin Reef as a Fish Sanctuary
- Protection and conservation efforts later
extended to Panal, Macahulom and the Fringing
Reefs of Molocaboc - In 1986, new administration had taken over and
aquatic resources were neglected

- Recognizing the potential of Sagays coast to
contribute to the preservation of the nations
biodiversity, through the effort of Local
Officials and DENR Secretary Dr. Angel C. Alcala,
recommended for its inclusion to the National
Integrated Area System (NIPAS). - In June 01, 1995, Sagays coastal waters covering
an area of 32,000 hectares was declared by
Presidential Proclamation 592 as a protected
seascape, now commonly known as SAGAY MARINE
RESERVE.

by Congress.

- Presently Sagay Marine Reserve is administered by
the Protected Area Management Board (PAMB). It
has three component sections, namely resource
management, social development, and law
enforcement that initiate activities promoting
the conservation and protection program.

improve economic conditions while enhancing
protection of the environment

26Law Enforcement Section
- As of Sept. 25, 2002, The Office of the Sagay
Marine Reserve has filed 15 criminal cases
against illegal fishers, 5 persons have been
convicted and the trial of the 10 cases are still
on going. - A raid conducted by the Sagay
Marine Reserve and the Regional Mobile Group
(RMG) of the PNP yielded more than 35 kls of
Ammoniun Nitrate and 344 blasting caps in Brgy.
Molocaboc, Sagay and arrested two(2)
explosive/dynamite dealers.

GOVERNANCE BEST AQUATIC RESOURCES MANAGEMENT-

SINCE 1997, THE OFFICE OF THE SAGAY MARINE
RESERVE HAS BEEN GATHERING FISHCATCH DATA FROM
SUSTAINABLE FISHERFOLK WHO ARE USING THE SAGAY
MARINE RESERVE. AROUND 600-1200 SUSTAINABLE
FISHERFOLK ARE SAMPLED EVERY MONTH. THE DATA
GATHERED ARE USED TO GAUGE THE EFFECTIVITY OF THE
MANAGEMENT INTERVENTIONS, TO HAVE A DATABASE FOR
SPECIES COMPOSITION, PRODUCTIVITY AND TO PROVIDE
RAW DATA FOR SCIENTIFIC RESEARCH.
