  • This Act develops programs to improve graduation
    rate
  • Improves preparedness of students for
    postsecondary education and careers
  • Develops focused programs of study

  • Model programs for students at risk of dropping
    out of high school
  • Train school counselors and graduation coaches
    to provide for educational counseling and career
    awareness programs for students
  • Establish a reform grant program

AT-RISK Model Program
  • Diagnostic assessments to identify strengths and
    weaknesses in core academic areas
  • Process of identifying students
  • Evaluation component at each high school to
    ensure programs are providing students an
    opportunity to graduate with a high school diploma

Training School Counselors
  • Dept. of Education will provide training for
    school counselors and graduation coaches about
    high demand, high skill, and high wage
    opportunities for bachelor, associates degrees,
    and certificates
  • School Counselors Graduation Coaches will help
    students with individual graduation plan

Reform Grants
  • High Schools that receive the reform grants
    shall
  • Provide focused groups of study
  • Implement a teacher adviser system
  • Provide students in the 9th-12th grade
    information on educational programs offered at
    their school
  • Enroll students by 9th grade into one of the
    options for earning a high school diploma

Reform Grants
  • High Schools that receive the reform grants shall
    ALSO
  • Implement an AT-RISK model program
  • Comply with rules and regulation by the State
    Board of Education
  • Schedule annual school conferences to assist
    parents and guardians with setting their students
    educational and career goals

Graduation Rates
  • The goal of Georgia is to have all public high
    schools reach at least 90 high school completion
    rate

Exemption
  • If a student passes an employer industry
    certification examination or a state licensure
    examination, the student will be exempt from the
    high school graduation test except for the
    reading, writing, and mathematics portions
  • Student will also be exempt for the EOC
    assessment except in the areas of reading,
    writing, mathematics, and English

Effective Date
  • HB 400 passed the House but was not taken up in
    the Senate
  • HB 400 was attached to SB 178 and passed both
    chambers
  • SB 178 was sent to the Governor and he vetoed it
    with concerns about BRIDGE
