3Registration and Identification Number
- Two types Games of Chance ID and Bingo ID
- Step One Fill out the 1A Application
- Step Two Submit to Racing and Wagering with
Incorporation and By-Laws or Constitution and
By-Laws
- Step Three Once issued, a copy of the approval
is forwarded to the town clerk

4Bingo License
- Step One Fill out BC-2, 2a, 2b
- List at least 1 Member in Charge
- List affiliate groups that will assist with games
- Affiliates must have own ID Number
- List assistants to Member in Charge
5Bingo License
- Step Two Submit forms to the Clerk and Racing
Wagering
- Step Three Submit 18.75 fee for each occasion
with application to clerk
- Step Four File amendments (BC-6) if necessary
Licenses may be issued to 1 parent and as manyas
2 affiliate groups
6Bingo License Period Prize Limits
- No more than 3 occasions per day
- Conducted between hours of 9am - Midnight
- Limited to 18 days in any three month period
- Bingo - 1,000 maximum single prize per game
(excludes early bird) -
- - 3,000 per occasion (excludes early bird)

- Additional License Fee - 3 of net profits
8Who can work Bingo?
- A bona fide member of the organization
- A bona fide member of the auxiliary or affiliate
group as long as the auxiliary or affiliate has
its own games of chance identification number.
- The caller and assistant caller must be a member
for atleast one year.

Bell Jars and Vegas Nights only
- Step One Fill out GC-2, 2a and 2b

12When can Games of Chance be played?
Bell Jars and Vegas Nights only
- Games of Chance CANNOT be played on
- Night before these holidays, all Games of Chance
must end at midnight

- Las Vegas Nights - 5 of net profits

- Only on amount over 30,000 per calendar year

an organization that is delinquent
- Additional license fees must accompany
financialstatements
- GC-7Qs must be retained for 18 months and
available for inspection during all license
periods
- Records must be kept for four (4) years
16Proceeds from Charitable Gaming
- Must be deposited into a special checking account
- Must follow the lawful expenditures outlined in
the NYS Rules and Regulations (5624.21)
- Charitable disbursements cannot be made to
individuals
- Checks cannot be cashed from the Games of
Chanceaccount
- Deposits must be made by Wednesday

fee twice
- Make sure you carry over the correct amount to
the next quarter - Line F to Line C (1)
- Keep documentation and receipts from charitable
disbursements
- Avoid using abbreviations

19Duties of Member in Charge
- Must be present during all games
- Are primarily responsible for the conduct of
games duringthe license period that they are in
charge
- Responsible for filing appropriate financial
reports
- Must be familiar with the Law, rules and regs and
localordinances
20Who can sell Bell Jar tickets?
- A member of the authorized organization
- Must be member for 1 year
- A bona fide member of the auxiliary or affiliate
group as - long as the auxiliary or affiliate has its own
- identification number.
- Can a bartender sell tickets?
21Bell Jar Tickets at Bingo
- Only the organization or affiliate licensed to
conduct bingo can sell bell jar tickets during
that bingo occasion
- Organizations leasing the premise can sell their
bell jars in an area separate from the bingo area
22Bell Jar Tickets
- Winning tickets must be kept for six (6) months
- Deal may be pulled when 75 of the total prizes
have been awarded
- Unsold tickets from deals taken out of play must
be kept forone (1) year
23Raffles
- A game of chance where you pay in return for
a ticket or other type of receipt. A prize is
then awarded based on numbers, colors, or symbols
determined by a drawing among the tickets or
receipts sold.
Do you need a license?
Yes
- Organization must be an authorized organization
and have a valid identification number
24Raffle License
- GCVS-2 is filed when less than 30,000 in net
profits are earned for the calendar year. No
license fee is charged.
- GC7R is filed when more than 30,000 in net
profits are earned for the calendar year.
Organization must obtain a games of chance
license at the cost of 25 from the municipal
clerk.
25Who can sell Raffle tickets?
- A bona fide member of an authorized organization
- An individual which has a blood relationship or
affinity with a member of the organization
Raffle tickets cannot be sold or purchased by
persons under the age of 18
26Where can Raffle tickets be sold?
- In the municipality where the organization is
domiciled
- In other municipalities in the home county and in
contiguous counties only if the municipalities
have a local law and if the clerks in those
municipalities have completed a raffle consent
form.
